Context:

Under the overall supervision of the Chief of Mission (COM) in IOM Colombia, the direct supervision of the Senior Resources Management Officer (SRMO), in close coordination with the Information and Communications Technology (ICT) Division Central Teams, and the Regional Office (RO) in Buenos Aires, the successful candidate will lead the management and delivery of efficient and reliable ICT solutions and services in Colombia, on relevant and effective technology to be used in accordance with IOM’s ICT standards and policies. In particular, the ICT Officer will:

Core Functions / Responsibilities:

  1. Lead the implementation, support and maintenance of Information Management (IM) and Technology solutions for all IOM Colombia programmes and mission structures by managing relevant resources, activities and operations; support the recruitment of local ICT/IM staff nationwide and oversee the implementation of technology projects. Supervise, lead and coach ICT/IM personnel in Colombia Country Office including sub offices and other locations countrywide.

  2. Champion and support the mission’s strict compliance with ICT Policies and Standards, the successful implementation and performance of IOM corporate applications throughout the mission (such as PRISM, MiMOSA, PRIMA, etc.); while proposing innovative technology solutions to improve mission’s operations and/or to enhance IOM’s technology solutions in coordination with the ICT Division.

  3. Ensure the regular maintenance and yearly simulation of the mission’s BCP readiness on the Information Technology front, monitoring of mission data assets backup, as well as maintain an updated Mission IT Risk Register with associated treatment plans discussed and reviewed with mission management.

  4. Design/enhance, implement and maintain an integrated mechanism for data and information management in the mission, including various in-house and third-party applications across all mission activities to ensure the most effective and efficient processes to deliver timely, accurate and reliable information for operational, monitoring and reporting purposes. As applicable, integrate corporate and central systems and reporting mechanisms.

  5. Manage and maintain the mission’s network (WAN/LAN) connectivity and infrastructure, workstations, mobile devices and relevant end-user equipment, to ensure optimum performance and contribute to maximum productivity. Develop and implement standard operational procedures for the use of ICT equipment and work with the Mission Asset tracking team to properly assign and manage ICT assets to end-users.

  6. Implement and manage an IOM standard ticketing system to manage the mission’s ICT issues, troubleshooting and resolution. Organize and administer user support services for all staff in Colombia and ensure proper response time in troubleshooting and resolving of ICT related issues.

  7. Plan and ensure the successful installation, operation and day-to-day monitoring of security solutions for the various systems and network components including virus protection and Internet security. Ensure the use of innovative approaches to ensure users are educated about phishing, Password Cracking, Malwares, and related topics.

  8. Ensure regularly, and in close coordination with the SRMO, that the budget planning is incorporated in programmes, projects and mission budgets including ICT staffing, infrastructure/services/equipment, replacement, upgrade, and maintenance needs. Build relationships and liaise with local ICT partners, suppliers, and providers.

  9. Provide technical guidance to the Procurement and Logistic Unit to ensure fit-for-purpose technical specifications, for the purchase of ICT equipment, supplies and services for the mission use and for programmes and projects across the country.

  10. Provide technical review of project proposals and the oversight of technical implementation for the projects with ICT components developed by the mission. Ensure that the ICT components of endorsed programmes and projects are consistent with the ICT Strategy, policies, and relevant instructions.

  11. Guide and lead the digitalization process of the mission filing system and propose cost effective solutions for keeping the digital files.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Computer Science, Information Management Systems, or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

• Professional Certifications in IT project management methodologies (PRINCE2, PMI or Agile/SCRUM), Cloud Computing or Data Science (in AWS or Azure) would be a distinct advantage.

Experience

• Progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems, or related area;

• Experience in the implementation or day-to-day operation of cloud computing technologies and solutions (AWS or Microsoft Azure);

• At least five years of experience managing and/or supporting multi-site Microsoft-based corporate network solutions including, but not limited to, Windows servers and services, Active Directory, Messaging/Exchange Online, Office 365, SharePoint and others; and,

• Knowledge of Software & Systems Development Life Cycle and experience in managing applications development and/or support teams.

Skills

• Relevant technical knowledge related to the daily operation and troubleshooting of WAN/LAN network equipment, devices and services, to ensure corporate connectivity, monitoring and highest uptime;

• Knowledge of IT Service Management frameworks such as ITIL or COBIT would be an advantage;

• Ability to influence, lead and communicate at all levels and across multiple lines of business with high motivation, enthusiasm, and dedication to deliver results within strict timeframes;

• Ability to work in a fast-paced multi-location environment including managing across multiple teams, functions and organizations often outside ‘standard’ working hours, leveraging on-premise and cloud computing solutions and systems;

• Effective resource management skills, strategic and creative thinking;

• Strong proficiency with end-user-level Microsoft Office and collaboration tools (in particular: Word, Excel, PowerPoint, MS Project, Visio, Teams, SharePoint);

• Ability to prioritize tasks and strong organizational skills;

• Ability to develop clear and concise technical and business proposals for discussions with stakeholders and technical counterparts alike;

• Ability to supervise and direct staff under critical and stressful situations, with a demonstrated ability to build staff capacities at an operational level in humanitarian emergencies and/or major data collection operations; and,

• Effective problem-solving approach, ability to work in a cross-divisional team and ability to quickly understand IOM business processes.

Languages

IOM’s official languages are English, French, and Spanish.
