About PI

Protection International (PI) is an International NGO that contributes to the improvement of the protection of human rights defenders (HRDs) throughout the world. PI provides tools to develop HRDs’ capacities to manage their own security as their struggle against impunity and work in favour of human rights and democracy in their respective countries or regions. PI seeks to contribute to a situation where HRDs are recognised as legitimate actors for social change and to an environment where they can exercise their right to defend universally accepted human rights.

Protection International has its global office in Brussels, but primarily works where protection of HRDs is needed. PI has long-term presence in several countries of Africa, Asia and Latin America. Under its Global Strategy 2019-2023, PI is gradually transforming into a network of Hubs, establishing regional offices that work in a flexible manner across several countries.

General Objective of the position

To lead the financial management, system and procedures as well as support the human resources/administration development matters in country level based upon Indonesia Rules and Regulation as well as in South East Asia Hub in line with the GOAL of PI that the agency of HRD to enjoy the Right to Defend Human Rights (RDHR) will increase

Duties & Responsibilities

Finance

  • Coordination of the preparation of the country office operating budget; review of budget submissions, regular analysis and reporting on the budget approvals including monitoring of expenditures against budget allotments and reporting on variances.
  • Review and appropriate recommendations with respect to the finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
  • Support the finance, administrative process and annual audit ;
  • Closure of the audit process ;
  • Follow up on any official communication to donors and partners ;
  • Responsible in preparing monthly financial and management accounting report, including project finance report;
  • Make payments of all necessary and applicable taxes ;
  • Estimating maintenance costs from the inventory of all items purchased;
  • Maintain cash books, check bank accounts, and generate monthly reconciliation reports for each account;
  • Actively monitor and provide advice on the financial status of various projects and programs;
  • Measure compliance with every accounting procedure, policy, direction and law obtained for non-profit organizations in Indonesia;
  • Review and monitor partners’ financial reporting and compliance. Provide additional technical assistance to partners as necessary to maintain high standards of compliance.

Administration:

  • Support the legal and administrative for the office ;
  • Support Human Resources Development ;
  • Support continuity of PI Indonesia or other forms in relations to South East Asia Hub presence in the region ;
  • Work as a team member and actively support the achievement of collective goals;
  • Actively participate and respond promptly to work correspondence;
  • Prepare documents for the payment of staff salaries and allowance to be signed;
  • Participate actively in various organizational internal coordination meetings within Country Office, Regional and PI Global;
  • Check the salary signing sheet
  • Monitoring the office and assets maintenance as well as assets purchase ;
  • Contribute to and implement organizational and information security plans, including its development;
  • Develop and maintain local office policies and procedures and provide training for all issues related to local financial & administration matters.
  • Perform other duties required and directed by Head of Finance and Administration & Program Coordination in Global Team.

Consultancy Requirements

Education

  • Relevant university degree in F&A or similar experience
  • Preferred relevant professional training courses (Human Rights Defenders, humanitarian and development sector, management, etc.)

Experience

  • Minimum 5 years of Experience
  • Proven experience as a Finance Officer; preferably with an international non-governmental organization.
  • Experience in using the Accountancy Software Quickbook, Sango, and ensureaccurate and timely financial report
  • Experience in donor agreements, staff contract, tax and procurement policies;
  • Experience in financial control : Budget Planning and Controlling, managing advance payments, disbursements and preparing donor reports;
  • Experience in preparing institutional and project Audits;
  • Experience in managing implementing partners related to finance matters ; Experience in managing internal control for organizational accountability ;

Skills & Knowledge

  • Highly organised/time management
  • Advanced skills in computer productivity applications (Word, Excel, PowerPoint and Outlook
  • Enthusiastic, self-starter who is able to work autonomously, under pressure, in decentralized teams, and think outside the box
  • Demonstrated capacity to orally communicate clearly and effectively to a wide range of – expert and non-expert audiences
  • IT security management skills are an asset;
  • Sound decision-making in line with functions;
  • Knowledge and practice on gender equality and open minded in diversities;
  • Strong time management skills and the ability to prioritise;

Other requirements

  • The consultant shall be based in Indonesia (national preferably)

Languages

  • Fluently spoken and written English
  • Good command of local language (Bahasa)
  • Other languages: Good knowledge of French and Spanish is an asset
