Purpose/objectives of the Assignment

From This Background, The Regional SBC Unit In UNICEF LAC Is Seeking An Individual Contractor To Provide a Continuum Support In The Below Areas Through Key Purpose And Objectives

  • Faith engagement partnership

Establish the regional multi-faith partner coordination mechanism

Through the support of RfP and JLI, identify and support opportunities to maximize complementarity, efficient use of resources and reduce burden on local faith actors by mapping of existing mechanisms, networks, resources, approaches and initiatives supporting Faith engagement for children, families and communities; and joint development of priorities and plans of action amongst faith partners and development partners.

Support country-level coordination

Promote and guide the establishment of country MFACCs (Multi-Faith Action Committees for Children), inclusive of all religious groups, as the main coordinating mechanism at country level for faith engagement related to children, families and communities within existing country level Inter-Faith coordinating structures and ensure the linkage of these to UNICEF Country Programmes.

Support evidence generation in Faith Communities

Support increased and improved generation and use of evidence related to faith engagement aimed at child, family, community development.

Enhance Capacity Development in RCCE

Support establishment and roll out of a coordinated long-term partnership training model for Country level FPCC stakeholders to ensure embedding of the foundational faith engagement approach of Mind-Heart dialogue integrated with technical information and skills on child rights issues in respective partners faith engagement work. This will include building on existing capacities of religious leaders, women and youth faith networks and FBO personnel to establish a pool of master trainers, country trainers and facilitators and implementation of religious literacy training for UNICEF/development partner staff to ensure mutual transformation on faith engagement across all program sectors and embedding of faith engagement in the program cycle.

  • Academic institutions partnership

Re-establish a partnership with academic institutions

Since a precedent partnership with Universidad Del Norte (Colombia) in 2019 to translate and adapt courses in Agora, the work in this area has been on hold for lack of resources and management. The purpose, therefore, is to map possible academic institutions and re-set productive synergies in knowledge generation and exchange in key areas comprising the ROMP key areas plus SBC priorities in the region.

Support co-creation of regional knowledge resources

Support the adoption, adaptation, translation, development and promotion of knowledge in LAC with country offices with a possible focus in vaccine hesitancy factors, (EVAC) ending violence against children, social and gender norms amongst others to further validate with technical staff.

Support the repositioning SBC in LAC globally back to higher standards

Having the years of lack of investment in knowledge into account, the vision is to bring the region back to the highlight it historically occupied as knowledge generator and catalyzer, teaching other regions. Systematize and disseminate results from this partnership, including successful cases and lessons learnt at the global level, repositioning LAC.

Specific Tasks

Under the supervision of the SBC Regional Advisor/Specialist, the individual contractor will be responsible for:

Community engagement through Faith Organizations

  • Develop a workplan for roll-out of the Faith and Positive Change for Children, Families and Communities initiaitve from August 2022 to June 2023
  • Coordinate with Joint Learning Initiative and Religious for Peace (RfP) and four country offices (to be decided) to participate in initial consultations and implementation of the mapping of the range and capacities of Faith Based organizations as well as potential strategic faith-based institute that will be able to coordinate training for faith actors.
  • Coordinate a forum to present the findings of the mapping, develop country-specific plans and launch FPCC in LACRO
  • Coordinate engagement of Haiti within HQ global multi-country mobile phone survey on vaccine-related barriers to generate data to inform the Haiti Faith-led vaccine uptake acceleration efforts and to model the type of evidence generation that can be systematized within faith communities.
  • In collaboration with JLI as technical lead and RfP as mobilizer of multi-faith groups, coordinate qualitative research in the 4 focus countries to inform engagement and communication strategies for vaccine demand and uptake.
  • Develop and promote technical resources/tools for use across the region, (including reviews and validation of thematic guides by religious scholars/theologians) to ensure mutually acceptable, harmonized and qualityapproaches on faith engagement for children, families and communities.
  • Support the translation (through a supplier) of key documents to support capacity building for four country offices
  • Document best practices to promote learning on strengths and gaps of current faith engagement partnerships and strengthening and scaling up of best practices.
  • Through partners, support application and refinement of the FPCC Monitoring and Evaluation Framework toevaluate the quality and effectiveness of faith-based initiatives at both country and regional levels.

Academic institutions engagement

  • Prepare a work plan on this engagement with academic institutions
  • Map possible partners
  • Prepare terms of reference of the partnerships and its deliverables (courses, masterclasses, frameworks, videos, guiding tools, research products, papers, etc.)
  • Establish the modalities of contract and support the onboarding and partnership set up
  • Coordinate the entire project cycle
  • Monitor and evaluate the engagement
  • Document best practices and share lessons learnt

Expected Results [measurable]

  • Set up and develop the FPCC and the academic institution partnership platform in LACR
  • Provide 1-year work plans for both partnerships and needs assessment on required direct technical support to the country offices on faith and academic engagement in a continuum, including proposals to mobilize and leverage resources towards a results-based partnerships agenda on the area.
  • Enhance the knowledge and dissemination of good practices and lessons learned from RCCE across LAC and in Global platforms

Minimum Requirements And Qualifications

Education

  • A Master’s degree in Communication, Social Sciences, Statistics, Psychology, Anthropology, Sociology planning development.

Work Experience

  • At least 8-10 years of solid work experience in Communication in development contexts, of which 3-5 years working in partnership (setting and/or practical roll out) in developing contexts, including relationship with academic institutions and civil society organization.
  • Knowledge of and experience in the social, political and economic environment of LAC countries.
  • Strong writing skills with track record of published knowledge products
  • Demonstrated experience working with multi-cultural environment
  • Ability to plan, coordinate and disseminate knowledge products.

Languages

  • Oral and written proficiency in Spanish and English. Knowledge of French and Portuguese languages is considered an asset.

Other Skills And Attributes

  • Ability to work cross functionally to define problem statements, examine collected data, build analytical models and communicate final recommendations that drive decision making.
  • An inquisitive and creative mindset and excellent written and verbal communication skills for coordinating across teams, countries and regions.

Administrative details

Supervision: The contractor will work under the direct supervision of the Social Behaviour Change Specialist.

Workplace: This is an office-based assignment.

Duration: This contract is expected to start on 10 August 2022 and end on 30 June 2023 (with an estimated duration of ten months).

Travel: This assignment includes travel missions.

When Travel Is Included

  • Travel will be covered by UNICEF as per policy
  • Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.
  • For agreed country visits, the contractor/consultant will be responsible in administering their own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.
  • Any travel involved should be budgeted according to UN Travel Standards as a ceiling. UN Secretariat Administrative Instruction on Official Travel, ST/AI/2013/3: Sect. 4, para. 4.2, numerals (d) and (e)
