Background:

Under the umbrella of DKH’s Capacity Building Initiative Asia (CBIA) Program that aims at enhancing the capacities of DKH partners in the region, an emerging need to support the partners in training, mentoring, and coaching has risen. Complying with the Core Humanitarian Standards and its indicators, alongside the commitments listed in the Charter for Change, strengthening partners’ capacities, and forming a stronger partnership spirit in the humanitarian assistance field is of crucial value. This assignment will directly contribute to building the capacities of DKH Asia partner’s staff, by equipping them with the technical and practical knowledge to grow the organization and programs which should ultimately improve the delivery of services to the most vulnerable people in their respective countries.

Position Summary:

DKH’s Regional Office West and Central Asia seeking to hire an individual expert specialized in Disability-Inclusion to institutionalize and guide the work of DKH’s partner in Turkiye; Support to Life (StL, Hayata Destek) into becoming more inclusive of People with Disabilities, Women, Minorities, Marginalized Populations, and vulnerable groups. The assignment includes, but not limited to, providing technical support to enhance StL’s policies for Inclusion. The consultancy focuses on understanding and analyzing StL’s existing capacities to identify, reach, and include PwDs and minorities in their humanitarian action that is supported by DKH and other back-donors. This requires full understanding of the contextual factors which affect the overall flow of work in the Programs unit at StL.

The assignment will be conducted at StL’s main office in Istanbul, and potentially in StL’s offices across 6 provinces in Turkiye.

Together with StL, the Consultant will:

  1. Conduct a focused desk review of key guiding documents/policies in the PCM cycle that StL adopts in their operations. The Desk Review shall result in concise sets of recommendations, gaps, and strength areas in said PCM cycles of StL.
  2. Develop a concise Capacity Building Plan that strategically tackles Inclusion issues in order to enhance StL’s approach in a more holistic manner.
  3. Facilitate a training workshop for key StL staff guided by the Convention on the Rights of Persons with Disabilities (CRPD) and the human rights based approach, IASC Guidelines, Washington Group Short Set of Questions and their application, barriers and enabler analysis, disability inclusion practices and their integration in PCM, and others
  4. In close collaboration with DKH’s Country Coordinator and StL’s Protection Expert, the Consultant shall support in developing proposals that showcase Inclusion in future programming opportunities.
  5. Report on all activities as per the deliverables specified.

Responsibilities and Duties:

  1. Desk Review: Conduct a comprehensive mapping of the existing Inclusive Programming documents, manuals, and tools. Evaluate, analyze, and conclude areas for improvements, and submit a set of recommendations to improve StL’s Inclusion of PwDs approaches and realization. A summary of this is required in the form of “Inclusive Programming Desk Review Report.”
  2. Develop a concise Capacity Building Plan: from the recommendations derived from the Desk Review activity, the Consultant will produce a SMART CB plan with a list of potential training providers for future Disability Inclusion interventions.
  3. Training: facilitate an interactive training workshop on Inclusive Programming, referencing to the Convention on the Rights of Persons with Disabilities (CRPD) and the human rights based approach, IASC Guidelines, Washington Group Short Set of Questions and their application, barriers and enabler analysis, and other basic principles relating to Inclusive Programming.
  4. Inclusive Programming Proposal Writing: participate in the technical narrative of future inclusive programming proposals as per Donor’s mandate, focus, and regulations, where applicable.
  5. Reporting: each phase of the consultancy will be reported against by the Consultant according to a pre-set schedule to be agreed on by all stakeholders (DKH, StL, and Consultant). A final Consultancy Report shall also be submitted at the end of the consultancy.

Coordination Scheme:

The DKH Country Program Coordinator, DKH Capacity Building Coordinator, StL’s Protection Manager/Program Manager, and Consultant shall remain in full harmony keeping each other on-board with the progress of the mission and the planned activities.

The consultancy is based on achieving the set deliverables within a maximum of 20 days. The consultancy does not represent a full-time job nor is it considered an employment with DKH West and Central Asia Regional Office or with StL.

Scheduling:

DKH expects to commence the mission as of November 2022.

Language:

Meetings and business dealings are all in Turkish, consecutive/simultaneous translation services may be hired for non-Turkish speaking individuals.

All reports must be submitted to DKH in English.

Timeline:

20 days over 2 – 3 months from signing the consultancy agreement.

Deliverables:

1- Desk Review Report (2 – 3 days of effort)

  • In close coordination with StL’s Program Manager/Protection Manager and the DKH Country Program Coordinator, perform a diagnostic desk review to identify strengths and areas for improvement in the existing Inclusion practices of StL.
  • Report on recommendations that serve as working plan to improve StL’s Inclusion systems and procedures.

2- Capacity Building Plan (1 – 2 days of effort (including revisions)

  • In close coordination with StL’s Program Manager/Protection Manager, develop an Inclusive programming policy that also contains procedures to achieve inclusion across StL’s programs.
  • Review and accommodate any potential changes in the Inclusion Policy as advised by StL and other stakeholders.
  • Submission of the final version of the Inclusion Policy and Procedures.

3- Training (7 – 10 days)

  • Identify the main topics which the staff training will tackle and create the training curriculum accordingly.
  • Facilitate interactive workshop on identified topics (3-4 training days)
  • Conduct pre and post assessments and present their analysis showcasing the qualitative and quantitative improvement.

4- Proposal Writing (1 – 2 days of effort)

  • In close coordination with StL’s Program Manager and DKH’s Country Coordinator, provide technical advice on Inclusion during the proposal writing of future projects, ensuring full alignment with Donor’s regulations and mandate.

5- Reporting (2 – 3 days of effort)

  • Submit the desk review report
  • Submit the training report
  • Submit the consultancy’s full narrative report on all of the activities commenced throughout the consultancy mission.
  • Obtain acceptance by writing from DKH on the completion of the consultancy.

The final report must include:

  • Executive summary.
  • Introduction.
  • Main activities conducted in line with the set deliverables.
  • Description of challenges faced during the consultancy mission.
  • Annexed Desk Review report and recommendations.
  • Annexed list of meetings organized for the purpose of the consultancy, their dates and duration, with a summary of the meetings minutes.
  • Annexed Desk Review Report in its final version.
  • Annexed training report
  • Annexed pre and post training assessment analysis report
  • Annexed training photos

The proposal must include:

  • Consultant’s updated CV
  • Motivational letter highlighting Consultant’s achievements in Inclusion and other related humanitarian response principles.
  • Proposed work plan for all the activities mentioned above.
  • Proposed detailed budget as per the proposed work plan
  • Technical Proposal including technical methodology (must not exceed five pages)
  • List of three professional references.

Required Competencies:

  • Proven experience in Disability-Inclusive Programming in Turkiye or neighboring countries.
  • At least 5 years of experience in humanitarian management positions leading Inclusive Programming activities. At least 10 years overall professional experience.
  • Ability to travel across different locations inside Turkiye, if necessary.
  • Turkish speaking candidates are of a valuable asset.

Budget Proposal

Proposed budget should indicate the costs for a maximum of 20 days of effort, distributed according to the deliverables mentioned above and broken down as per the activities listed in the proposed work plan. All rates must be inclusive of all taxes in compliance to the Jordanian Sales and Income Tax laws. Payment of the contract will be released in EUR or in the local currency via bank transfer within thirty business days from complete submission of each deliverable.
