In March 2014, anti-government protests in Ukraine led to the removal of a Kremlin-friendly leader from power, and Russia invaded and annexed the Crimean Peninsula. A month later, pro-Russian separatists backed by Russia began capturing territory from the Donetsk and Luhansk Oblasts (the Donbass region). In 2015, the peace Minsk agreement was signed, however never fully implemented and the fighting has transformed into a trench war over the past eight years. After having built up significant military forces on Ukraine’s borders in 2021, and after having recognized the independence of Russian-backed self-declared republics of Donetsk and Luhansk in eastern Ukraine, Russia launched on the 24 February a large-scale Russian invasion of Ukraine by air, land and sea targeting several regions and key cities including Kyiv.
Humanitarian situation
Heavy fighting and shelling continue across several towns and cities in Ukraine, with increasing human cost and humanitarian consequence. Most of these casualties were caused by the use of explosive weapons with a wide impact area. Reports of civilians trapped in towns and cities under shelling continue. Inside Ukraine, severe essential health supplies, fuel and cash shortages are reported, with heightened insecurity affecting access to basic services. Population movement remains fluid and according to latest figures by UNHCR, close to 900,000 people have now fled Ukraine to neighboring countries, while over 100,000 have so far been internally displaced. Real figures are considerably higher as corroboration is ongoing, albeit with delays and security challenges.
HI response to the conflict and its regional impact
HI has deployed two teams in the region, with one team deploying to Ukraine and a second team leading an assessment in neighbouring countries receiving refugees. The main objectives will be to assess more deeply the current context & environment, identify potential operational partners, meet with key relevant stakeholders on the ground and asses the overall needs of the population, and requirement to start operations. HI is therefore preparing to be able to deploy quickly a large-scale multi sectoral humanitarian response.

YOUR MISSION:
Under the supervision of the Operations Manager, as Inclusion Project Manager, you will be in charge of launching the inclusion component of one of our projects, aiming at enhancing the inclusion of persons with disabilities in the humanitarian response. To achieve the result, the following activities will be expected:
• Contribute to the overall planning for HI’s mission and lead the design and implementation of strategy and interventions on disability, age and gender inclusive services in close link with other relevant technical expertise and sectors of intervention based on identified opportunities, needs and interests.
• Provide regular guidance on disability mainstreaming specific to strategies, programming and service provision, support and skills development to HI staff, partners, humanitarian actors and organizations representing persons with disabilities, to promote a coherent and evidence based approach.
• Ensure a coherent and adapted approach for service providers and the wider humanitarian body where appropriate, promoting disability, age and gender inclusion within the humanitarian response
• Ensure project implementation and monitoring of inclusion activities
More specifically, in the context of the opening of the program, the objectives of the Inclusion PM will be to:
• Define the inclusion strategy for the project and contribute to the continuous assessment and analysis of the context, needs, gaps and resources to make technical recommendation in the development of the mission strategy in close links with local implementing partner
• Frame the Inclusion component from a technical and operational perspective
• Formalize capacity building plan for the local implementing partner
• Identify entry points within the coordination mechanisms to promote inclusion within the humanitarian response

YOUR PROFILE :
• You hold an Advanced Degree / diploma in Humanitarian Action/Development studies or social fields (anthropology, psychosocial, sociology, protection, public health…)
• You have proven experience in project management in field of inclusion with NGOs
• You have experience in disability mainstreaming projects in humanitarian action in different sectors of intervention and over different phases of humanitarian response including training and technical supervision
• You are patient, able to stand back and to work under high pressure and show a good level of autonomy and initiative
• You show strong communication and interpersonal skill
French and English fluent

• International contract starting as soon as possible

o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
o Medical coverage with 50% of employee contribution
o Repatriation insurance paid by HI

o Repatriation insurance paid by HI
• Salary from 2500 € gross/month upon experience
• Perdiem : 550 €
• Hardship : 500 € net/month paid with your salary for Ukraine, if based in Moldova no Hardship
• Paid leaves : 25 days per year;
• R&R to be determined
• Unaccompanied position
• Collective housing taken in charge by HI
