JOB CONTEXT:

In response to the Ukraine crisis, HI has set up two programs designed to reduce the suffering of vulnerable conflict-affected populations through the delivery of an inclusive, timely and multi-sectoral humanitarian response addressing the Health, Protection and Basic Needs of conflict-affected populations, with specific focus on Internally Displaced Persons, persons with disabilities/injuries and/or with signs of psychological distress, while reducing the risks caused by Explosive Ordnance contamination, facilitating the delivery of aid and supporting the wider humanitarian response to be more inclusive.

Concerning, the Inclusive Humanitarian Action (Disability, Age, Gender, technical support towards stakeholders involved in the emergency response), HI is part of consortium (“Synergies”) with the INGOs SI – Solidarité Internationale and MdM – Médecins du Monde since September 2022 and until December 2023, in the frame of which HI is responsible to ensure inclusion mainstreaming while support local civil society, with a specific focus on education and livelihood sector.

YOUR MISSION:

Attached to the Country Manager, the main missions of the IHA Project Manager will be :

Mission 1: Management

  • Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, and lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
  • Operational manager: organize the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.

Mission 2: Strategy and steering

  • Contribute to the development of the programme’s operational strategy
  • Support the ongoing analysis of barriers and risks for persons with disabilities, including the capacities of organizations and networks of persons with disabilities in order to define HI strategy for promoting inclusive humanitarian action and supporting HI programs to address needs of persons with disabilities in our program interventions in a more inclusive manner.
  • Contribute to define and implement the programme or country operational strategy, aligned with the Refugee Response Plan for Ukraine and protection strategies for Moldova and in close link with organizations of persons with disabilities.

Mission 3: Operational implementation

  • Ensure technical support and expertise in the implementation of the IHA-related activities within project
  • In support of the inclusion officer, ensure awareness, training and post-training follow-up of consortium partners and OPDs on inclusive humanitarian action
  • In collaboration with the MEAL Officer, ensure project monitoring, evaluation, accountability and learning.
  • Ensure project data management
  • Coordinate the teams and partners involved in the project and facilitate collaboration with other HI teams
  • Contribute to external project communication

YOUR PROFILE:

  • You hold a master’s degree in Humanitarian Action & Management, Development Studies, Disability Studies, Occupational Therapy, Social Work or equivalent.
  • You have 3 years’ experience in I/NGO work in emergency contexts
  • You have a solid understanding and proven experience of working on disability inclusion, in particular in large-scale emergency contexts
  • You understand the frameworks and mechanisms of inclusive humanitarian action, in particular the IASC Guidelines on inclusion of persons with disabilities in humanitarian action
  • You master project management, planning processes, donor report writing, logistics and budget follow
  • You speak fluently English

CHARACTERISTICS OF THE POSITION:

Moldova is considered a safe place with no high security risks. Currently, and because the low security risk, there’s no curfew implemented in the country and expats are free to travel freely across the country (except for Transnistria region).

  • 04 months International contract starting from 15th August 2023

  • The international contract provides social cover adapted to your situation:

    • Unemployment insurance benefits for EU nationals
    • Pension scheme
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2450€ gross/month upon experience

  • Perdiem: 594.19€ net/month

  • Paid leaves: 25 days per year;

  • R&R: 1 day per month

  • Position:

    • unaccompanied
  • open to couples

    • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income
  • Housing: Collective taken in charge by HI
