JOB CONTEXT:

HI started in Somaliland in 1992 by setting up a rehabilitation centre in Hargeisa. HI started operating in Mogadishu, Somalia since 2019 with projects supporting inclusive humanitarian action.

In Somalia, Mogadishu and in Somaliland, HI has been implementing projects, either directly or in consortium, with a focus on promoting inclusive humanitarian action, meaningful participation of persons with disabilities in humanitarian response, and supporting better protection of persons at risks of vulnerability.**

As inclusive humanitarian action specialist you will support the programme to implement two projects and support developing new interventions, complementary to the ongoing ones.

YOUR MISSION:

You will work under direct line management of Somaliland & Somalia Country Manager and closely with the programme team members of HI Somalia and Somaliland. You will also be a team member, functionally connected with the global project teams of the project Leave No one behind, phase 3 and the project with the title From Guidelines to Action: Promoting Learning, Localisation and Adaptation of the IASC Guidelines on Inclusion of Persons with disabilities in humanitarian action (IASC GL) for disability-inclusive coordination, data collection and programming. Both projects are about to start.

The technical scope of action offered by HI to support humanitarian actors is comprehensive and entails learning sessions, revisions of guidelines, procedures and tools, production of supporting materials and coaching. Interventions are tailored to humanitarian actors’ priorities, reality and interests, and therefore take different shapes.

Stakes of the post

· Ensure technical quality of activities: develop and deliver learning sessions in inclusive humanitarian programming, utilizing interactive, participatory and action learning methodologies;

· Facilitate assessments in collaboration with humanitarian actors, including organizations of persons with disabilities, around their priorities, interests and gaps around disability-inclusive programming and coordination;

· Hold and design workshops for co-creation and/or development of new tools and guidance based on identified gaps and interests of other humanitarian actors;

· Support the documentation, identification of good practice and lesson learning in Somalia & Somaliland as well as Uganda and South Sudan;

· Working with the team in Somalia and Somaliland to explore new opportunities on inclusive humanitarian action;

  • To ensure HI inclusion technical officers are supported to continue their professional development & learning for effective implementation of inclusive humanitarian action.

Your main responsibilities will be:

Expertise

· Contribute to the regional and national level projects on inclusive humanitarian action aligned with HIs regional and global technical strategies;

· Provide technical support to projects in line with the global technical frameworks and standards;

· Facilitate and undertake technical learning from projects;

· Ensure the control & monitoring of the technical quality and the relevance of HI’s activities;

· Ensure compliance of the technical proposition with nexus stakes;

· Contribute to and/or facilitate research processes, and innovation in the aforementioned projects and participate in community of practices within HI;

· Play an active role in the technical divisions professional development efforts, when needed.

Influence

Contribute to the local external positioning and influence of HI’s expertise in your sectorial scope:

o Represent the technical expertise of HI throughout the local relevant networks;

o Contribute to advocacy on specific themes in line with the global advocacy priorities;

o Contribute to communication messages locally in line with the global communication priorities.

Business development

Ensure the development of major opportunities or new projects in the region under your sectorial scope.

YOUR PROFILE :

· You hold a Master degree in social science or similar fields (e.g. Humanitarian Action Master Courses, Disability Studies, Occupational Therapy, Social Work);

· You demonstrate proven technical expertise in disability inclusion in humanitarian action of at least 3 years in programming and/or at coordination level, including accountability to affected population

· You have at least 5 years of experience in humanitarian sector;

· You are familiar and excel in designing and providing inclusive capacity development processes

· You have a good knowledge of the IASC Guideline on Inclusion of persons with disabilities, other relevant international humanitarian standards and relevant sector specific guidelines related to protection and disability inclusion in humanitarian settings;

· You are used to work on project development (on a technical side)

· You have excellent communication skills and are committed to team work;

· You have practical experience of supporting disability inclusion and meaningful participation of persons with disabilities from the affected population,

· You know working in volatile security contexts and are used to live in collective accommodation;

· You are fluent in English

CHARACTERISTICS OF THE POSITION:

Security situation: in Hargeisa is overall under control, despite some periodic but rare outbreaks (last serious incident was in 2008). Most activities are currently implemented directly by HI. In South Central, security is highly volatile and unpredictable. HI intervention in South Central Somalia is only confined to Mogadishu with very small activities (capacity building to government authorities and other humanitarian agencies).

Accommodation: in Mogadishu: Accommodation in a secure compound shared with another INGO. The guest house is pleasant, HI has two accommodation room which are self-contained and the other spaces are shared with the other INGO’s expatriates. There is a cook and possibility to go to AMISOM compound within the airport for a meal and shopping – in Hargeisa: at the Hotel, in a small bungalow with sufficient space and amenities: 1 bedroom, bathroom and 1 living room which contains kitchen, TV and a sofa.

Accessibility/Transport: Most areas are accessible in Somaliland, although some require police escort. In Mogadishu; very strict travel guideline and movement outside the compound will be only through HI rented very secure transport. Use of public transport is strictly prohibited both in Hargeisa and Mogadishu.

Isolation/ Social Life: Very limited access to cultural or sport activities. Curfew might be imposed after 9pm

CONDITIONS:

· 12 months International contract starting from April 2022**

· The international contract provides social cover adapted to your situation:**

o Unemployment insurance benefits for EU nationals**

o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount**

o Medical coverage with 50% of employee contribution **

o Repatriation insurance paid by HI**

· Salary from 2757€ gross/month upon experience

· Perdiem : 550€ net/month – paid in the field

· Hardship : 500 € net/month paid with your salary

· Paid leaves : 25 days per year;

· R&R : 5 days every 6 weeks in the field

· Position: unaccompanied

· Housing : Collective taken in charge by HI
