CARE seeks an Inclusive Development Advisor for the USAID-funded Gaza Health Recovery Activity (GHRA) in Gaza, Palestine. This Activity aims to restore health services in private healthcare facilities in Gaza. It will focus on supporting non-governmental primary and secondary health organizations to provide high-quality health services, including trauma care, mental health, and disability services.
The Inclusive Development Advisor will provide strategic and technical leadership to ensure the GHRA addresses the needs of marginalized and vulnerable populations, including people with disabilities and injuries. The Advisor will be responsible for integrating inclusive development principles throughout the project, building the capacity of local partners, and ensuring that health services are accessible and equitable. This role involves close collaboration with various stakeholders to promote inclusive practices and achieve project objectives.
This activity is expected to be a five-year program in the $50 million range.
This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. This position will be based in Gaza.
Responsibilities:
- Provide strategic guidance and leadership on inclusive development approaches within the GHRA.
- Develop and implement strategies to ensure that the needs of marginalized and vulnerable populations, including people with disabilities and injuries, are adequately addressed in the project design and implementation.
- Offer technical expertise on inclusive health care services, ensuring that project activities are designed and implemented to be inclusive and accessible to all populations.
- Lead the development and adaptation of tools and methodologies to ensure inclusivity in health service delivery.
- Design and deliver capacity-building programs for project staff, local partners, and health care providers on inclusive health service provision.
- Support local health care facilities in adopting inclusive practices and improving accessibility for people with disabilities.
- Develop and implement a monitoring and evaluation framework to track the inclusivity and accessibility of health services provided under the GHRA.
- Conduct regular assessments and provide recommendations for continuous improvement in inclusive health service delivery.
- Work closely with local partners, government agencies, and other stakeholders to promote inclusive health services and share best practices.
- Represent the GHRA in relevant forums and working groups focused on inclusive development and disability inclusion.
- Prepare detailed reports on the progress of inclusive development activities, highlighting successes, challenges, and lessons learned.
- Ensure proper documentation of all activities related to inclusive development and maintain comprehensive records.
Qualifications:
- Master’s degree in degree in public health, social sciences, disability studies, or a related field.
- 6-8 of relevant experience in inclusive development, with a focus on health services.
- Demonstrated technical expertise and understanding of one or more of the following sectors: public health, healthcare systems, inclusive health services, disability inclusion, accessibility standards, and health education.
- Experience managing USAID cooperative agreements and/or contracts.
- Experience in conflict or post-conflict settings is highly desirable.
- Ability to work effectively with diverse stakeholders, including local communities, government officials, and international donors.
- Demonstrated skills building and maintaining relationships with project stakeholders, local partners, and local organizations.
- Demonstrated ability to adapt to changing contexts and work under pressure in challenging environments.
- Fluency in English required (spoken and written) (proficiency in Arabic is required).
- Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.
- Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
- Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI).
- Ability to travel within Palestine as required and as security conditions allow.
