OBJECTIVE OF THE POSITION:

Under the line and functional management of the Regional Technical Unit Manager (RTUM) and under the field coordination of the Country Manager, the InclusionTechnical Specialist Lebanon contributes to the implementation of the HI mandate and the operational strategy of HI MEREP program in the cross-cutting field of Inclusive Humanitarian Action, while respecting the HI Disability Gender Age policy, and with a focus on Lebanon mission (at least 80% of her/his time).

He/she will lead the strategy and implementation of the provision of technical assistance for disability inclusion to actors working on the nexus emergency-recovery-development, being consortium partners, project’s partners, projects’ stakeholders (authorities, service providers, companies, etc.), private companies, etc. Leading on implementation also means planning/managing the delivery of the technical assistance, including the coordination and technical supervision of the work of technical officers deployed by HI. He/she will also advise on disability inclusion to components/activities directly implemented by HI in its projects’, advise and further build the capacity of the Disability and Inclusion Focal points of the mission and contribute to the BeHinclusive initiative in Lebanon (ensure HI is an inclusive employer). The incumbent may be tasked by the RTUM, in coordination with the CM, to provide ad-hoc support to the mission and its projects in relation to his/her experience in specific sectors and/or technical approaches (in this specific case education).

His/her expertise on Disability Inclusion may occasionally be mobilized by the RTUM to provide strategic and/or operational ad-hoc support to the other countries in MEREP.

Responsibilities

Responsibility 1: expertise.

Objective: Bring traversal disability inclusion technical expertise to the Lebanon mission and its projects, and on ad-hoc basis to the MEREP region, in line with the global strategies.

Activities:

  • Provides sectorial technical input to the Operational Strategy (StratOps) of the Programme within his/her scope and in his/her sector, in line with the global technical divisions’ strategy (StraTech) and ensure relevant follow up.
  • Ensures technical support to projects in line with the global technical frameworks and standards in his/her sectorial scope
  1. Provides adequate technical guidance and support to PMs when relevant (adapt standards to PM’s tools, contributes to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches
  2. If needed, ensures adequate support to multi-sector responses within projects, in line with the other specialists
  3. Ensures a local sectorial watch, best practices to adopt within his/her sectorial scope
  4. Contributes to technical recruitment and briefings
  • Ensures technical learning from projects; contributes to projects’ capitalization and ensures technical learning from projects.
  • Ensures the control & monitoring of the technical quality and the relevance of HI’s activities under his/her scope.
  1. Ensure regular technical quality control of projects and issue warnings and recommendations
  2. Monitor the implementation of audit recommendations, if applicable, in his/her sectorial scope
  • Ensures compliance of the technical proposition with nexus stakes.
  • Contributes to the development of research and innovation projects in his/her sectorial scope.
  1. Suggests and steers technical innovation projects
  2. Contribute in the identification of priorities of Research and Studies and steers them
  • Contributes to the Technical Divisions professional channel animation.
  1. Contributes to the global animation of the professional channels under his sectorial scope coming from the Technical Divisions (community of practices…)
  2. Animates a local talent pool in his sectorial scope (produce recommendations, identify needs regarding trainings)

Responsibility 2: Influence.

**Objective:**Promote HI expertise on disability inclusion in Lebanon and foster technical partnerships between HI and other actors on disability inclusion.

Activities:

  • Represents the technical expertise of HI throughout the local relevant networks
  • Contributes to advocacy on specific themes in line with the global advocacy priorities
  • Contributes to communication messages locally in line with the global communication priorities

Responsibility 3: Business Development.

**Objective:**Ensures the development of major opportunities or new projects in Lebanon under his sectorial scope.Be up-to date on the last international practices and directions and opportunities in the area of disability inclusion. Use this knowledge to guide the mission towards new and more relevant and efficient technical programming. Ensure relevance of technical practices at project design stage and on strategy development.

Activities:

  • Contributes to the context analysis in his/her sectorial scope
  • Contributes to the design and writing of new projects in Lebanon mission and ad-hoc support to other countries within the region.
  • Identifies & transforms major opportunities in Lebanon under his/her scope
  • Identifies & develops local partnerships and/or consortium with NGOs, Institutions, companies on technical priorities or important topics in Lebanon under his/her sectorial scope.

Note that this job description must remain flexible; to respond to additional tasks or changes as identified by the line manager.

EDUCATION AND EXPERIENCE:

  • Advanced degree in social studies or relative domains, with preference to one of the following sectors: occupational therapy, social work, education, protection, international humanitarian rights.
  • Minimum 7 years’ experience in international development, or emergency and post crisis environments, in technical positions.
  • Preferably a Master in social studies post-graduate studies in gender or protection.

Minimum 3 years’ experience in inclusion technical position OR minimum 4 years’ experience in gender and/or protection mainstreaming in humanitarian programs.

  • Experience in working with civil society organizations, in partnerships.
  • Experience in the Middle-East.
  • Experience of project management & in advocacy at clusters/working groups level.
  • Advanced written and spoken English.
  • Advanced proposal writing skills.
  • Strong communication skills & Strong networking skills.
  • Producing clear and adaptable tools and technical trainings for different levels (community volunteers, technical officers, specialized professionals).
  • Strong experience in capacity building techniques with adults, using different pedagogical models.
  • Proactive, shows initiative/entrepreneurial & Respect for the opinion and enhancement of the skills of others with a view to shared action.
  • Ability to give and receive constructive feedback; discussing with multi-disciplinary teams, working as part of a network and collaborating.
  • Empathy & resilience to stress and uncertainty

Basic salary range for the position : The Inclusion technical specialist is going to be paid according to the experience and to HI salary Grid.

Basic Salary range between USD Unkown 2000 – USD – 3000
