ACCOUNTABILITIES

General objective of the position:

The IMU/MEAL Manager is responsible of managing information from all the programs conducted by SAMS and providing all the analysis, Data collection, and reports to SAMS’ program department and Top Level Management to ensure availability, credibility, and accuracy from the beginning till the end of the program. By providing day-to-day data collecting and analyzing to the stakeholders regarding SAMS Programs and facilities, and develop SAMS’ database to improve its communication channels through reports and maps.

Main tasks and responsibilities:

Implementation and supervision of all M&E activities

· In collaboration with the Field Coordinators, and the senior program manager, follow up in preparing the M&E Plan for on-going programs and new programs, including timeframe of activities, data collection methodology, tools to be used and expected delivery.

· Ensure the follow-up of programs indicators by sampling, collecting and analyzing data, guaranteeing quality data and reviewing reports.

· Support all program teams in conducting monitoring surveys (review methodologies and provide necessary trainings).

· Work with M&E officers in producing monitoring and evaluation reports, including adapted recommendations, and disseminate the results through feedback sessions and visualization techniques.

Data Management and analysis

· Review project documents.

· Recruit, develop and retain high performing Information Team.

· Design and administer the central database.

· Provide IM services for key decision-making including; data collection, collation, analysis and information dissemination;

· Develop, maintain and continuously update IM products.

· Ensure accurate inputting of data received from various sources and partners into database.

· Maintain dashboard interface (accessible on-line) for use by SAMS staff to track projects and to report on indicators and progress.

· Maintain and further develop the structure or format of the database as required, incorporating ideas and amendments from the programs.

· Train program staff on the use of the database.

· Develop and maintain documentation database/design documentation and operating manual on how to use the database for the programs.

· Maintain periodic assessment document in coordination with the senior program manager.

· Follow up Health facility attacks with Health Cluster.

Planning Involvement

· Develop plans to enhance and improve database management and access.

· Develop plans to enhance mapping tools.

· Follow up the financial and logistic aspects of the MEAL/IMU activities (if needed).

· Manage the cash forecast in link with the MEAL/IMU activities (if needed).

· Develop IMU/MEAL plans for the different projects and programs.

· Develop annual IMU/MEAL plan.

· Develop capacity building plan for the IMU/MEAL team.

Communication and reporting

· Communicate with local partners on periodically basis.

· Report performance and documents assessment to Programs Senior Manager.

· Ensure valid reporting channels between field and central office.

· Initiate reporting methods to ensure transparency and credibility.

Office culture

· Promote and model a positive, professional and respectful office culture.

· Ensure effective internal communications.

THE CANDIDATE’S REQUIREMENTS:

Mandatory Qualifications required

• University degree in Management Information System or any other related field.

• Minimum 3 years’ experience in Monitoring and Evaluation, Information Management, or Computer and Information Research Scientists.
