The position is to be filled as soon as possible with an unlimited contract duration. Employment location will be Bonn, Germany.

As Impact and System Evaluation Advisor, you will strengthen Welthungerhilfe as an impact-oriented and accountable learning organization. Your goal is to capture impactful project approaches of Welthungerhilfe, as well as their evidence strengthening and scaling, the measurement of WHH’s impact at the system level (such as in food systems and WASH systems) and the evaluation of strategic issues.

Your responsibilities

  • Advise board, committees, and senior leadership on strategic technical issues related to project and system level impact, impact evaluation, scaling of impactful approaches, and organizational evaluations
  • Plan and implement decision-making processes for identifying, modeling, evaluating, and scaling potentially high-impact project and program approaches, in coordination with technical advisors and senior leaders
  • Develop and refine strategies, guidelines, and tools for measuring impact at the project and system levels
  • Plan and implement mechanisms for selecting and collaborating with impact and systems evaluation partners
  • Plan and implement training, technical advisory processes, learning processes, and knowledge management processes at Head Office and Country Offices in impact, impact evaluation, and the scaling of impactful approaches
  • Significant involvement in the design and implementation of impact communication and reporting formats
  • Active participation and positioning in relevant technical and academic networks, for example in the areas of evaluation, impact, systems transformation, learning and scaling
  • Monitoring trends and events in the organization’s national and international academic, technical, and donor environments and formulating recommendations for action to senior leaders

Your profile

  • A university or polytechnic degree in a relevant subject area
  • At least five years of professional experience in humanitarian aid or development cooperation, including at least one part in non-European countries
  • Systemic consulting experience in the area of food systems, market mechanisms and WASH is desirable
  • At least five years of experience in evaluating development cooperation projects and programs; experience with impact and systems evaluation methods is an advantage
  • Extensive knowledge of the conceptualization, design, and use of qualitative and quantitative impact evaluations (including RCTs, propensity score matching, outcome harvesting, or contribution analysis)
  • Demonstrated experience advising technical teams on the creation of theories of change, logframes, and evaluation frameworks
  • Strong analytical skills, data translation skills, and presentation skills
  • Strong competencies in the use of PowerPoint and Word
  • Competencies in the use of software solutions for sampling and qualitative and quantitative data analysis (R, Stata, MaxQDA, or Atlas.ti) are a plus
  • Very good command of written and spoken English, French language skills are an advantage
