Background

iMMAP continues to implement its Office of Weapons Removal and Abatement in the U.S. State Department’s Bureau of Political-Military Affairs (PM/WRA) funded project to provide information management technical support and capacity building to the Iraqi National Mine Action Authorities (NMAAs), including the Directorate of Mine Action (DMA) in Federal Iraq and the Iraqi Kurdistan Mine Action Agency (IKMAA) in the Iraqi Kurdistan Region. The principal role of the IM/GIS Technical Advisor is to ensure high quality technical inputs on Information Management and GIS for the success of the project in building local mine action authorities’ capacities to collect, verify, store, and analyze mine action and related data, to support the planning and prioritization of mine action operations within Iraq. The IM/GIS Technical Advisor will lead the development of IMSMA Core as the new Information Management System for the DMA’s National Mine Action Program, as well as the capacity strengthening of National Mine Action Authorities and Mine Action operators to ensure the successful implementation of the new system.

Description of Duties

OPERATIONAL

· Lead, in coordination with iMMAP’s IM, GIS and Development sections, the development and implementation of IMSMA Core as the Information Management System for the DMA’s National Mine Action Program.

. Lead the identification of Information Management solutions tailored to the need of the project beneficiaries (Iraqi National Mine Action Authorities and Mine Action implementing partners).

· Supervise the work of the IM and GIS sections project team under his/her responsibility, to ensure quality outputs are provided as per project strategy, and beneficiaries’ requirements.

· Support the development of geoprocessing models to automate key processes related to mine action data.

· Support iMMAP’s GIS staff to conduct land use desktop surveys for review of suspected hazardous areas.

· Design online tools and support the design of dynamic maps to support the processing and analysis of mine action data.

· Ensure project activities follow the overall project strategy and objectives are achieved, as defined in the project action plan.

· Promote the sharing of mine action data with stakeholders external to the the mine action sector.

CAPACITY BUILDING

· Develop a comprehensive capacity building strategy for project beneficiaries, including but not limited to, training in Survey123, ArcGIS Pro (including extensions and ModelBuilder) and ArcGIS Enterprise.

· Support development and delivery of a Training of Trainers for National Mine Action Authority staff to enhance internal training capacity.

· Plan, coordinate and deliver advanced training in GIS and related information management systems and processes at the required levels.

· Build and support the development of iMMAP national staff capacity related to GIS and information management.

SUPPORT TO PROJECT MANAGEMENT AND PROGRAM DEVELOPMENT

· Support the Project Manager to develop the project workplan and financial forecasts.

· In coordination with the Project Manager, ensure that project activities are implemented in line with the project plan and objectives.

· Support the compilation of information to prepare project progress reports.

· Provide technical input in the development of new project proposal or project concept notes.

STAFF MANAGEMENT

· As required, adjust the structure of the project team and ToRs outlining staff roles and responsibilities, while conducting staff performance evaluations, to ensure optimal project performance.

· If required, submit recruitment requests for the project to HR Department and participate in the recruitment process.

· Ensure that any staff under your supervision receive appropriate and adequate training through the provision of coaching.

MONITORING AND EVALUATION

· Actively contribute to the learning process of the project, in close coordination with the Project Manager and Program Coordinator.

SECURITY

· In coordination with the Project Manager, ensure security plans and protocols for the areas of operation and for the project are adequately followed.

Requirements

EDUCATION

Bachelors, master’s degree or other advanced qualification in Geographic Information Systems.

EXPERIENCE

Ø Minimum of 7 years’ experience in provision of Information Management and GIS technical support.

Ø Demonstrated experience in technical capacity building projects, including development and delivery of IM/GIS training packages.

Ø Experience in data processing and analysis, including data QA/QC processes and relational database queries (SQL).

Ø In depth knowledge and experience in the application of GIS software, including ArcGIS Pro, ArcGIS Enterprise and QGIS.

Ø Experience and knowledge of software engineering and programming language theory would be an advantage.

Ø Experience in the Mine Action sector is a strong advantage, but not essential.

Ø Proven and well-developed influencing and relationship-building skills with stakeholders at different levels.

SKILLS

Ø Strong analytical skills, and apt at turning abstract discussions into concrete ideas.

Ø Ability to develop and carry out work plans and solve problems independently.

Ø Ability to perform well on tight deadlines, flexible attitude.

Ø Ability to recruit develop and lead IM/GIS staff.

Ø Ability to work based on objectives.

Ø Fluency in written and spoke English is required. Spoken Arabic skills are an asset.

Ø Knowledge of computer applications, including proficiency in MS Office.
