DanChurchAid (DCA) invites applications for an Information Management (IM) / Geographical Information Systems (GIS) Coordinator for its Syria programme. This is a non-family position based in Northeast Syria (NES), with entry point through and frequent travel to Iraq.

The DCA Syria programme is a growing programme with an 8-year footprint in NES. The activities are wide-ranging and include risk education, survey, clearance of explosive hazards, cash transfers, vocational training, shelter rehabilitation, NFI distribution, psychosocial support and early recovery.

As the IM/GIS Coordinator, your main responsibility is to manage all information, reporting and collection platforms using ArcGIS Survey 123 and KOBO for the DCA programme in NES. The IM/GIS Coordinator will lead on the development, implementation and follow up of data collection plans with M&E teams and explosive hazard clearance teams and manage all mapping tasks. You will as well play a key role in recording and reporting DCA activities for sharing with other actors in the various sectors, donors and all other relevant stakeholders.

The main duties relating to this position are as follows:

Mapping

  • Preparation, conception, and production of maps.
  • Supervise and monitor mapping related data collection.
  • Ensure accurate linkages between spatial databases and assessment data.
  • Ensure that all data, maps, and reports meet the requirements of IMAS and IMSMA.

Data collection and data management

  • Development of forms (based on indicators in logframe, global indicators and monitoring requirements of the donor).
  • Development and follow up of data collection plans with Survey, EORE and clearance teams in the field.
  • Data cleaning, merging and storage (meta-data databasing).
  • Analysis and report writing.
  • Monitoring of accuracy of data collected. Cross check data collected in the field, ensure regular updates, and solve eventual discrepancies.
  • Set-up, maintain, update, and expand system of data management and analysis for data dissemination and reporting.
  • Set-up, maintain, update, and expand system from automated data analysis and map production for donor reports and factsheets.
  • Maintain the strictest confidentiality of data and processes, and actively take measures to prevent the unauthorized sharing of information and data.

Information management

  • Create and update monthly factsheets for areas of analysis across NES.
  • Help ensure complete and timely reporting of activities, in accordance with various sectors, donor and HQ requirements.
  • Assist with the production of project reports and case studies, and provide input to the CD for the design, preparation and presentation of new concept notes, donor briefs and project proposals.

Staff management

  • Line management responsibilities of M&E/GIS field staff across field bases.
  • Manage, update, and share weekly/monthly activity updates.

Complaints and Feedback

  • Establish and hone a system for complaints and feedback from project stakeholders.
  • Establish and maintain system for compiling, storing, and responding to complaints in timely manner and in line with GDPR data protection policies.
  • Follow up with field-level complaints focal points to ensure field-level functionality of complaints and feedback systems.

Additional responsibilities

  • Support other programmatic departments in the programme to ensure a coordinated response to the humanitarian needs on the ground as directed by the HMA OM.
  • Stay informed and current on new GIS methodology and tools.
  • Any other appropriate duties, as requested by the HMA OM.
  • Represent DCA in all relevant coordination bodies as required.
  • Contribute to culture of excellence, continuous improvement, and performance optimization across all projects.
  • Be a role model for diversity and inclusion, as well as a positive role model for contributing to the team spirit.

Applicants must have the following qualifications and experience

  • A minimum of 5 years of NGO work experience within international humanitarian assistance programmes with demonstrated capabilities in the development, implementation of data collection plans and GIS operations in a field environment.
  • Tertiary level education in data analysis, data collection and GIS is an asset.
  • Strong leadership, team building and communication skills.
  • Understanding of the humanitarian principles linked to NGO field and operations contexts.
  • Work experience in remote and insecure field locations.
  • Flexibility and cultural awareness and sensitivity.
  • Regional experience is strongly preferred.
  • Experience in training development and delivery of data and GIS materials.
  • A precise understanding of the local, regional, and international dynamics in NES.
  • Computer literacy essential including proficiency in Word, Power Point and Excel.
  • Fluency in written and spoken English is essential, knowledge of Arabic would be advantageous.
  • A current HEAT certification from a recognised training provider is advantageous.
