About the job

The position will be critical in setting up the response, especially in designing and developing its IM and MEAL components that are sensitive to communities and people affected by the crisis while ensuring compliance with DRC and industry MEAL standards.

Duties and Responsibilities

MEAL System

  • Coordinate and lead needs assessments (where possible, coordinate with aid agencies to reduce the burden on affected communities and increase efficiency).
  • Support the programs and grants teams in project design and proposal development, especially on the MEAL components.
  • Ensure the right MEAL team composition is available, resourced and capacitated.
  • Ensure relevant SoPs, methodologies, guidance, tools, and training are available for operationalizing the MEAL system.
  • Ensure partners and DRC staff are familiar and ready to comply with MEAL standards, processes and requirements by conducting competency assessments and continuous capacity building.

Information Management

  • Ensure an IM system that covers the elements of beneficiary counting and a response dashboard is established, which is set up based on the systemic information needs mapping and dataflows,
  • Develop data protection protocols / SoPs and promote associated practices.
  • Ensure that digitalized tools and centralized databases are set up to gather, process and report on all programmatic information needs.

Accountability

  • Coordinate and promote practices that enable communities and people affected by the crisis to participate in programming and decision-decision-making, while also ensuring that they know their rights, entitlements, and services provided by DRC and third parties.
  • Review and revise the CFM channels to be relevant to the current context so that the most vulnerable can access these channels.
  • Resource the CFM with adequate staffing, equipment, material, finance and technical competencies to ensure its effective operations. Continuous review of internal processes and address bottlenecks.
  • Pririotise DRC’s communication with communities’ efforts coordinating with other actors to ensure that people affected by crisis have access to appropriate and timely information as relevant to their needs.

Learning

  • Ensure learnings are extracted, reflected, documented, institutionalized, disseminated, and reused.

Evaluations

  • Develop a MEAL framework for the response strategy.
  • Support the response by measuring the baselines for the response strategy MEAL framework.
  • Coordinate for a real-time evaluation to be conducted in the 6th month of the response.

About you

To be successful in this role we expect you to have

Experience and technical competencies:

  • Minimum 3 years of experience in MEAL role with an INGO
  • Knowledge: Solid understanding of MEAL concepts, CHS, Power BI, Advance Excel, Humanitarian Operations and programming.
  • Skills: Communication, Advance analysis (qualitative and quantitative), Systems Thinking, Planning, and Project Management.
  • Experience: At least five years in leading a MEAL portfolio for a country. Setting up a MEAL system for an onset emergency response would be preferable.
  • Attitude: Ability to operate under pressure, taking initiatives, listening to others and their ideas, striving for excellence.

Education:

  • Bachelor degree in any relevant area

Languages:

  • Full professional proficiency in English

The Contract

Contract length: 6 months

Start date: As soon as possible

Duty station: Türkiye, Adana (with frequent travel to field)
