Danish Red Cross

Danish Red Cross (DRC) is looking for an experienced candidate to serve as staff-on-loan as global non-communicable disease (NCD) officer at the International Federation of Red Cross (IFRC).

The Federation is the world’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies (NS) and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies to prevent and alleviate human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during, and after disasters, health emergencies, and other crises.

The Officer for NCDs will work with Manager Care in communities, Health and Care Department, IFRC to provide strategic technical leadership support to scale up, design, implement, monitor and evaluate NCD programmes in humanitarian and developing settings. The Officer will focus on strengthening and growing RC/RC capacity to effectively address issues related to NCDs. The Officer will support National Societies to coordinate within Red Cross and Red Crescent Movement partners and with external agencies to build partnerships and ensure greater global attention on NCDs.

Key Responsibilities

  • Map global and regional NCD related issues, identify current priorities, achievements, challenges, needs, and required actions to strengthen existing and develop new NCD programmes and activities, and support the roll out of of the IFRC Strategic framework on NCDs in close consultation with key RCRC stakeholders.
  • Develop operational standards, tools and associated procedures and methodologies and ensure that existing IFRC tools, are rolled out and applied by national societies.
  • Support in the development of learning tools and Capacity building of NS staff and volunteers to develop and implement effective programmes.
  • Create knowledge management platform: to ensure systematic collection, sharing and dissemination of advanced knowledge, experience, and practice of different NSs as well as external partners related to different aspects of NCDs.
  • Contribute to identifying and engaging with potential donors and partners on new opportunities for NCD programmes, and in preparing NCD project proposals and programme documents and support the positioning of the Red Cross Red Crescent as a leading strategic partner to address raining NCDs challenges.

Qualifications and experience

  • Master’s degree in public health or other relevant discipline.
  • At least 7 years’ experience in the humanitarian or development sector, with a focus on community health and/or chronic diseases/NCD or related area.
  • Technical competency in Health programming issues.
  • A strong commitment to the capacity building of national staff and RCRC partners with a willingness to adopt a participatory and consultative advisory.
  • Proven skills in representation and advocacy as well as developing training curriculums and Information, Education and Communication (IEC) and training materials.
  • Experience in data management and analysis, including data collection tools design, database design and management, data quality checks is preferred.
  • Excellent verbal and written communication skills.
  • Fluency in spoken and written English required, French, Spanish or Arabic is an advantage.
  • Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, considering cultural and language difficulties.
  • Knowledge and understanding of RCRC principles and values and other principles of humanitarian work is required.

  • An excellent communicator with great facilitation skills and a diplomatic flair (good sense of humor).
  • Diplomatic and sensitive to diversity and good cultural understanding, high commitment, and respect of local culture with the ability to build the confidence of partners.
  • Strong interpersonal, networking, advocacy and coordination skills, as well as patience and a positive and solution-oriented personality.

Employment conditions
The position is staff-on-loan from Danish Red Cross to the IFRC. The NCD officer will report to the manager of Care in the Communities, Health and Care Department, IFRC HQ, Geneva.
The duty station is the IFRC HQ in Geneva. The successful candidate must be ready to travel up to 50% of its time. This is a family position.

The starting date of the assignment is envisioned as asap. The length of the contract will be 2 years. The contract will be administered in accordance with the Danish Red Cross Terms and Conditions for Delegates. The monthly salary including allowances and pension is competitive, depending on experience and qualifications.
