BACKGROUND

The Internal Displacement Monitoring Centre (IDMC) of the Norwegian Refugee Council (NRC) is the global leader in the provision of data, information and analysis on internal displacement. IDMC monitors all situations of internal displacement, provides quantitative estimates of the numbers of IDPs worldwide, and develops research and analysis, which seeks to better inform policy and operational decisions that affect the lives of internally displaced people.

IDMC developed a methodology to support countries and the international community to understand the severity of internally displaced people and progress towards durable solutions. This approach uses quantitative data from REACH’s Multi-Sector Needs Assessments (MSNA) to compare the situation of IDP and host community households across 23 key indicators. The first iteration of this analysis will be published in late 2023. This consultancy will support the update of this analysis using the latest MSNA data and expand the coverage to more countries.

CONSULTANCY OBJECTIVE

This consultancy is for a three-month (junior) data analyst consultant to conduct the severity assessment analysis in 18 countries.

Working under the supervision of the Data Analysis Coordinator and in close collaboration with the lead Researcher and Research Associate for this area of work, the consultant will:

  • Conduct a mapping of all variables used in the data analysis of the 2023 MSNAs. Identify gaps and changes in survey questions and response options with the 2022 MSNAs (whenever possible).
  • Conduct the cleaning and analysis of household-level data using R for all 18 countries.
  • Conduct a time-series analysis for the 12 countries in which MSNAs were available in 2022.
  • Conduct disaggregated analyses of the MSNA 2023 data in selected countries (admin 1, cause and duration of displacement, intersecting vulnerabilities).
  • Conduct statistical tests to assess the significance of differences between IDP and host community households and to assess correlations in the data.
  • Document the limitations and caveats of the data with respect to sampling design, coverage, geographic access etc.

CONSULTANCY TIME and IMPLEMENTATION TIMEFRAME

This is a full-time (100%) consultancy to be undertaken over a 3-month period (60 days), commencing in early January 2024. This is a home-based consultancy, with regular interactions via teleconferences.

Key Deliverables:

  1. Completed mapping of the data used in the 2023 MSNA analysis using IDMC’s standardised template.
  2. Completed and annotated R-scripts for all countries included in the 2023 MSNA analysis.
  3. Completed and annotated R-scripts for all disaggregated analyses (optional).
  4. An export of all results to an Excel format using IDMC’s standardised template.
  5. Presentation to IDMC staff on key findings from this research.
  6. Document the analysis and methodology on IDMC’s GitHub Repository.
  7. Transferring all scripts and any additional materials necessary to achieve the consultancy’s goals to IDMC’s Data Analysis Coordinator.

Skills/areas of expertise and qualifications:

  • Good academic qualifications, including a Master’s degree in data science, statistics, economics, econometrics or another relevant discipline.
  • At least 1-2 years of relevant work experience in a research or data analyst role.
  • Advanced knowledge of R (especially the dplyr and survey packages)
  • Knowledge of GitHub and Jupyter Notebooks.
  • Prior experience with and good understanding of quantitative data processing and analysis methods, including descriptive and inferential statistics of large micro-level datasets.
  • Attention to detail and commitment to producing high-quality work.
  • Fluency in English is required, and proficiency in French is an asset.
  • Familiarity or previous experience in the humanitarian/development sector would be a plus.

Pre-requisites for application:

  • Applications can be accepted only from named individuals.
  • Registration as a “sole trader” or consultant in country of residence or as employee within a consultancy company is required.
  • The consultant must provide proof of status and membership of national social security scheme before a consultancy contract can be issued.
  • The consultant must be available as of early January 2024 for a duration of three months.

MANAGEMENT

The consultant will be managed by the Data and Analysis Coordinator within the Data Management and Risk Analysis Hub of IDMC. The consultant will also work in close collaboration with the lead Researcher and Research Associate for this area of work.

*NB. This daily rate and currency will be fixed for the duration of the contract. Any payment for additional costs, third-party services or travel expenses will be discussed and decided on for each consultancy contract and thus these costs should not be listed in the application.

NRC reserves the right to reject quotations provided by suppliers not meeting these standards. Consultants doing business with NRC will be screened on anti-corruption due diligence before NRC confirms a contract.
