CRS Liberia has been selected as Principal Recipient (PR) for the 2024-2027 Malaria grant financed by the Global Fund to Fight AIDS, Tuberculosis, and Malaria. The program will be implemented nationwide in close collaboration with the Ministry of Health and other key stakeholders, with the goal of reducing the malaria burden by 75% by the end of 2025, compared to the 2016 malaria prevalence. Key activities include those related to vector control, malaria case management, specific prevention interventions including social behaviour change communication, community systems strengthening, and monitoring and evaluation.

Job Summary:

The ICT4D Specialist – MEAL, Data Management, and GIS will coordinate and deliver various ICT4D related services, like data collection, analysis, visualization, sharing and reporting in accordance with established agency MEAL/ICT policies, procedures, and service standards to routine program activities including last-mile delivery support and high-quality mass distribution of ITNs. S/he will provide responsive, professional service and technical support to CRS staff and partners to ensure efficient operation and use of CRS information sharing, communication, and collaboration technologies.

S/he will provide critical analysis to data to enable evidence-based solution to challenges reported or identified via indicators and reports. Supervise and maintain the help desk support center to ensure tickets are generated, resolved, captured and documents for learning and research purposes.

Ensure the capacity building and evaluation of relevant stakeholders on the digitalization aspects of relevant project activities before deployment through the development of an intensive training plan to constitute all learning components.

Coordinate with relevant partners to ensure that all relevant data management software’s and resources are properly managed for optimum utility for effective results of monitoring and supervision activities.

We are currently recruiting: –

Title: ICT4D specialist MEAL, Data Management and GIS

Location: Monrovia, Liberia.

Type of Role: Fixed-term contract

Reports to: ICT4D Manager

Roles and Key Responsibilities

  • Deploy, configure, and maintain ICT4D devices and monitor databases, including networks, servers, and telecommunications.
  • S/he will oversee the development and use of data systems to discover efficient ways to organize and store data with attention to accuracy, completeness, efficiency, security and confidentiality.
  • His/her focus will be managing the company data to ensure security of data related to and belonging to the organization and implement systems to offer efficient analysis, storage and documentation of the organization’s records.
  • He/she will also reduce cost by identifying bad data practices and replacing them with enforceable policies that encourage improved practices.
  • Provide field-level technical support to relevant stakeholders on the ICT4D platform and ICT4D devices.
  • Troubleshoot and address any issues to ensure optimal performance of the databases, networks, servers and devices.
  • Support the configuration and maintenance of applications and ICT4D devices as per the ICT4D Strategy.
  • Provide timely and quality service delivery, technical support, and advice to user requests to ensure proper user access to agency business data and information.
  • In collaboration with relevant staff, maintain inventory of ICT equipment, hardware, and software and ensure adequate supply and functionality, both in the office and in the field.
  • Provide input to budget for ICT related expenses.
  • Coordinate relationships with suppliers to facilitate delivery of ICT-related services that meet CRS business requirements and needs.
  • Support capacity building initiatives, remotely or on-site, to staff, partners and end-users to ensure efficient and consistent adoption and use of ICT applications.
  • Prepare statistical reports on ICT-related data and metrics. As needed, implement measures to ensure required standards are met.
  • Export of data from ICT4D platform to the relevant team

Training

  • Planning, development, implementation and management of ICT4D Strategy Component Trainings and ICT4D.
  • Directly provide user training and training support
  • Creating materials and presentations for trainings and reports
  • Create and maintain inventory on training document versions, software, applications and reports.
  • Maintaining documentation of processes, procedures and troubleshooting guides
  • Assess user capacity and suggest trainings on areas in need of improvement.

Business Support

  • Provide support for knowledge management, decision-making, and programming effectiveness by ensuring efficient operations and use of information sharing, communication and collaboration technologies.
  • Responsible for deploying maintenance, security, data protection and troubleshooting of technology and systems.
  • Responsible for managing or contributing to ICT4D strategy sub-projects/activities, developing business processes, technical supports and critical feedbacks.
  • Analyze data from systems and produce dashboards, technical and business reports for consumption by departmental managers and partners.
  • Proactively manage data quality and credibility in implemented systems and technologies.
  • Promote and support the dissemination of project information and experience sharing among the project team
  • Staying abreast of ICT developments in the international and local markets, provide recommendations based on opportunities to improve the efficiency and impact technologies in use.

Application Support

  • System administration including computer/mobile device support, deploying upgrades, software testing and installations, management and user training on usage, care and maintenance of IT equipment.
  • GIS, Google Earth and Google Maps application, ODK utilization and Application integration.
  • Develop and Manage Dashboards, interfaces, data extrapolation and interpret technical data.
  • Deploy ICT technology in providing speedy solutions to technical problems and real-life challenges, creates seamless upgrades and integration to existing systems.

Other Support

  • Provide technical guidance and assistance to project teams and partners in the field on ICT interventions such as GIS application, mobile application tailored to specific projects and activities.
  • Ensure appropriate monitoring and evaluation of project information and communication technology activities, including providing input into appropriate logical framework and indicator development.

Basic Qualifications

  • Bachelor’s degree in related field, degree in Computer Science, GIS, Programming, statistics, planning, economics, or Information Systems is highly preferred. Directly related field combined with appropriate training/certificates will be considered in lieu of degree
  • Minimum of 3 years significant work experience in monitoring, evaluation, field surveys and managing big data.
  • Strong knowledge, experience, and ability in developing informative and analytic dashboards using power BI, ARC GIS, QGIS, Tableau, etc.
  • Previous participation or experience in any health campaign or national geographic survey/census will be an added advantage.
  • Experience in introduction, design, implementation, deployment and adoption of digital technology and data management tools in health, agriculture, livelihoods or any related field
  • Proactive, resourceful and results-oriented with sound knowledge of Microsoft SQL, relational databases, ICT4D trends, Microsoft office applications and digital android-based technologies.

Required Languages – English

Travel – Must be willing and able to travel up to 75%.
