Functional Responsibilities:

Under the overall supervision of UNOPS Senior Programme Manager, the ICT Senior Officer will operationally work under the Information Systems Officer and administratively work under UNOP’s designated officer and may be responsible for the following key functions and duties:

1. Business and Project Support

  • Participates in preparing user requirements and other technical specifications for the health and safety related system and modules.
  • Undertakes analysis of well-defined modules within the system, develop enhancements and new features to existing systems; may design and implement small, stand-alone systems as needed (e.g. to meet individual user requirements).
  • Participates in developing and maintaining health and safety related Information Systems project plans, schedules, and budgets. Assists in identifying appropriate human and technical resources to complete the project, assists in assuring that deviations from project schedule are addressed and communicated, assists in developing timely project status reports, monitoring project risk factors, escalating project issues, and providing Quality Assurance for all project deliverables.
  • Writes and develops programs to interface with existing systems.
  • Ensures data security and integrity.

2. Software Development and Testing

  • Assists in the design, development and installation of health and related information systems.
  • Undertakes rigorous testing and proving of applications software.
  • Participates with senior staff in assessing and testing new technology.

3. Support and Training

  • Maintains assigned portions of systems, providing operational support for system’s applications, analyzing and implementing system changes/upgrades, etc.
  • Prepares, updates and maintains developed system’s documentation and related technical/procedural manuals.
  • Assists in the set-up and monitoring of software and application performance measures.
  • Participates in Helpdesk support services.
  • May provide guidance to new/junior staff.

4. Performs other duties as may be reasonably required and in line with the incumbent’s scope of services above.

The result of work of the ICT Senior Officer impacts on the delivery of OSH Medical System. It will also ensure proper processes and methodologies are followed and implemented according to the latest of the software development standards.

Education:

  • Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, or related field is required.
  • A first-level university degree (Bachelor’s degree) in combination with 2 additional years of experience may be accepted in lieu of the advanced university degree.

Experience:

Required:

  • A minimum of two (2) years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related area.
  • A minimum of two (2) years of experience in administration, maintenance and development of occupational health and/or safety related systems.

Desirable:

  • Proficiency in the following development technologies: ASP.NET (C#),.NET Core, SQL, HTML/CSS, JavaScript, JSON, Visual Studio.
  • Experience in any one database management tools (RDBMS); i.e. MSSQL, Oracle, MySQL, etc.
  • Experience in Ionic framework.
  • Experience working for international organizations such as UN or similar.

Language Requirements:

  • English (write, speak, read) is required for this post.
  • Knowledge of one or more official UN languages will be considered an asset.
