ICT PROJECTS & PORTFOLIO Manager (f/m/x) – MSF Belgium – Brussels

CONTEXT

MSF OCB (Operational Centre of Brussels) ICT unit delivers ICT services to MSF field teams (approx. 6000 users) in about 40 countries around the world and to +/- 500 users in Brussels Headquarters. In a rapidly evolving digital landscape, the OCB ICT unit is a field-centric and people-inspired team and our vision is to “digitally empower MSF to improve our humanitarian and medical impact”. It aims to provide and support MSF with a “fit-for-purpose, reliable and secure digital ecosystem that is responsive to MSF operational and organizational needs”. It enables new and more effective ways of working; enhances transversal collaboration between functional departments; and supports exploration and innovation.

As the ICT Projects & Portfolio Manager you manage the overall ICT portfolio and related projects and initiatives assigned to you. You manage a pool of ICT Project Managers within ICT Unit and report to the Head of ICT.

You coordinate the ICT Portfolio Committee, establishing a strong partnership with key internal stakeholders.

You manage the processes to prioritize the ICT Demand for new ICT projects/ initiatives and to align the ICT capacity/ resources with the demand.

RESPONSIBILITIES

ICT Portfolio Management

  • Manage the process to define the ICT Portfolio and to prioritize ICT Demand across departments.
  • Match the ICT Demand with the ICT available capacity/ resources to deliver the ICT portfolio of Initiatives and Projects.
  • Chair/Facilitate the ICT Portfolio Committee. This is a recently established multifunctional platform with the different departments Domain Champions, ICT Partners and ICT Resource managers to manage the ICT Portfolio.
  • Manage the overall master plan of ICT Initiatives and Projects to deliver the ICT portfolio, identifying and managing dependencies in partnership with the different Project Managers.
  • Identify ICT Portfolio risks and relevant mitigation plans in partnership with the different project teams and proactively engage with internal and external stakeholders accordingly.
  • Regularly report he progress of the overall ICT Portfolio to the different internal stakeholders.
  • Identify synergies and opportunities within the ICT Portfolio and other OCB projects and activities.
  • Contribute to the development and implementation of the MSF OCB ICT Strategy.
  • Participate to the OCB Project Portfolio Committee and proactively work to improve the maturity of OCB Project and Portfolio management practices.
  • Develop best practices to manage the ICT Project Portfolio and define and own the tools to manage the ICT demand / resources capacity and overall ICT Portfolio.
  • Be an active member of the ICT Leadership team and closely partner with the other ICT Leaders in MSF OCB.

ICT Project Management

  • Manage a pool of ICT Project Managers (currently 2 people).
  • May take personal leadership to drive some key projects from planning to execution.
  • Assist your team in the definition of project scope and objectives, involving all relevant internal stakeholders, and ensuring technical feasibility based on IT expert’s recommendation.

REQUIREMENTS

Education & Experience

  • Master’s degree in Business Administration, Computer Science, Information System Management, Engineering or related fields, or equivalent by demonstrated experience
  • At least 5 years of ICT project management experience in the role of IT project manager
  • At least 3 years of ICT portfolio management experience in the role of IT portfolio manager
  • Prince II-, PMP-, SCRUM Master, SAFe -certificates are a plus
  • Experience with MSF or other NGOs in similar contexts is a plus
  • Experience in the management of ICT projects/programs and portfolios, including in the development of dashboards and reports to different audiences
  • Experience in ICT resources/ capacity management
  • Experience in identifying/ assessing risks and developing relevant mitigation plans
  • Experience in Architecture development methodologies (e.g. TOGAF) and requirement management is an asset

Competences

  • Mastering of project portfolio management tools and methodologies (waterfall / agile / hybrid)
  • Very good at Internal Clients/Stakeholders management, including understanding their needs, problems and requests, aligning on priorities and requirements and defining an implementation roadmap
  • Finance acumen to develop, track and report on project budgets
  • Highly literate in Microsoft 365 tools: PowerPoint, Excel, SharePoint, Teams
  • Good knowledge of data protection issues is an asset
  • Capacity to use Microsoft Project, Power BI-like tools is a plus
  • Excellent interpersonal, communication and negotiation skills.
  • Demonstrated ability to establish and maintain effective relationships with key stakeholders (transversally & remotely)
  • Flexible, pro-active, well-structured, quality-and client-oriented
  • Resilient – time management, multi-tasking and prioritization skills
  • Excellent administrative and organizational skills and an eye for details
  • Well-developed cultural awareness

Languages

  • Oral & written fluency in English
  • French is an asset

CONDITIONS

  • Expected starting date: April to June 2023 (Q2 2023)
  • Location: Brussels (Belgium)
  • Contract type: Open-ended contract – Full time (50% homeworking possible)
  • Belgian contract; Salary according to MSF-OCB HQ grid
  • Meal Vouchers – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
  • MSF will be willing to sponsor work permit and visa requirements if the selected candidate is from outside of EU. Other “inpat” benefits may apply (travel expenses, support in moving costs, …) according to MSF OCB HQ Inpat policy and conditions
