Program / Department Summary

Mercy Corps’ Ukraine crisis response seeks to meet the humanitarian needs of vulnerable Ukrainians and other conflict-affected people where they are: displaced inside Ukraine, refugees in Poland, Romania and Moldova, or trapped behind frontlines. We aim to reach 500,000 vulnerable people with multi-purpose cash assistance, in-kind humanitarian support, and protection services across four countries. Almost all of our impact will be delivered in partnership: with Ukrainian, Polish, Romanian and Moldovan civil society organizations through a granting program that matches humanitarian action with capacity strengthening, and with peer international NGOs through a consortium in Ukraine. Mercy Corps is responding to the Ukraine crisis with large-scale consortium programming with a focus on Multi-Purpose Cash Assistance (MPCA). The Consortium is a partnership between four international humanitarian aid agencies to model and deliver innovative, effective cash and other humanitarian assistance programs to support people affected by the Ukraine crisis within Ukraine.

The Operations Department provides key support to the entire country program in procurement, asset management, warehouse management, fleet management and facilities & office management for successful program implementation.

General Position Summary

The Information Communications and Technology Officer is an important team member for the Ukrainian response. With a supervisory role on one ICT assistant, the ICT Officer works closely with all staff and directly reports to the ICT Coordinator on technical matters. The ICT Officer will be primarily responsible for the functionality of our infrastructure systems including but not limited to: Hardware, Software, Database, Servers, Internet connectivity, equipment, power related issues, etc, in the office.

Essential Job Responsibilities

  • Read and understand the Organization ICT Policy. Orient staff on appropriate use and monitor user activities to ensure adherence to these policies.
  • Manage the overall IT infrastructure at Mercy Corps office; including Servers (Windows), Local Area Network, Wireless Network (Aruba / Cisco Meraki), Firewall (Cisco Meraki), Network Attached Storages, Network Printers & Telecommunication systems etc.
  • Ensure high availability of internet services & connectivity for all end-users; undertake responsibility for smooth functioning of internet services, interact with ISP for day-to-day internet issues related to services and subscription charges.
  • Ensure all workstations are updated anti-virus software and profiles. Monitor virus activities and report on a weekly basis.
  • Offering technical & help desk support to end-users; install and configure computer hardware, operating systems and applications, diagnosing and solving hardware or software issues locally and remotely using remote tools.
  • Oversee repair of computers and IT equipment at a local level, when possible – facilitate and advise on best, safest and most economic solutions.
  • Create & suspend MC-Email and online tool accounts in a timely manner.
  • Ensure the Data backups and archives are always up-to-date. Schedule, when necessary additional backups as per situation to retain the highest availability of access for staff.
  • Conduct staff training on computer basics, best practices, Data protection and the use of all Mercy Corps applications, online tools, software etc.
  • Identify equipment and accessories required, facilitate IT purchases by coordinating with Procurement Department. Provide specifications as per Mercy Corps standards.
  • Maintain proper documentation of all IT equipment including; software licenses, system profiles, warranties and IT stock/accessories.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned.

Knowledge and Experience

    • A minimum of 3 years’ experience in information technology system (IT); a relevant university degree in computer sciences is desirable;
      – Experience in both hardware and software requirements in local area networking (LAN);
      – Experience with Microsoft 365 and other Microsoft software applications is highly desirable;
      – Knowledge and experience in hardwire firewall systems and wireless controller systems;
      – Exclusive knowledge of internet, proxy, email system, TCP/IP settings and windows applications.
      – Experience in managing user accounts and access;
      – A demonstrated attention to details, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
      – Ability to troubleshoot, plan and design low maintenance systems is a must. Ability to troubleshoot and maintain both wireless and cable connections is required.
      – Must understand, follow and implement existing policies on IT equipment use and best practices.

Success Factors

The successful candidate shall demonstrate agility and curiosity in understanding the work of humanitarian response actors, and will portray Mercy Corps as a positive and forward-thinking actor in the Ukrainian response.

S/he shall demonstrate strong interpersonal skills, will reflect the best of Mercy Corps when communicating with program participants, team members, government and municipal representatives, and other stakeholders. The successful candidate will be well-organized, demonstrate a keen concentration, and appropriate cultural sensitivity when providing written and oral communication.
