Following UNDP Surge mission in March 2021, UNDP developed its vision and programmatic offer for Cabo Delgado. UNDP’s vision is that people in Cabo Delgado achieve peaceful coexistence, recover from the crisis, and free themselves from extreme poverty and exclusion. To achieve this vision, a three-pronged strategic approach will be applied, which includes stabilization, socio-economic recovery and transformational change, all taking place simultaneously. Stabilization will lay the foundation of risk-informed development; it involves activities such as reasserting rule of law and law enforcement functions of the State, rehabilitating essential infrastructure and revitalizing local economic activities.

UNDP will concurrently start stabilization interventions in northern districts, most affected by violence and insecurity. Through its overall response, UNDP will not only address the current needs of the communities but will also seek to address the fundamental multi-dimensional root causes of fragility in the region and redress the development deficits throughout its approach, to “build forward better”.

To support the implementation of this programmatic offer, UNDP is establishing a sub-office in Pemba.

Under the guidance and supervision of the Operations Manager, Sub-Office, the ICT Associate ensures execution of transparent and efficient ICT services and processes in the Sub-Office in cooperation with the Head of ICT Unit. The ICT Associate promotes a client-focused, quality and results- oriented approach in the Sub-Office.

Duties And Responsibilities

  • Supports implementation of ICT management systems and strategies, focusing on achievement of the following results:
  • Compliance with corporate information management and technology standards, guidelines and procedures for the CO technology environment.
  • Support to the use of Quantum (UNDP’s implementation of ERP) functionality for improved business results and improved client services.
  • Provision of inputs to the CO administrative business processes mapping and implementation of the internal standard operating procedures (SOPs).
  • Provision of inputs to preparation of results-oriented workplans.
  • Ensures effective functioning of the CO hardware and software packages, focusing on the achievement of the following results:
  • Performance of specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs.
  • Assistance in the installation of commercial and in-house developed software and related upgrades
  • Assistance in upgrading patch and anti-virus programs on a timely basis.
  • Monitoring of file server traffic, usage, and performance on a frequent and regular basis.
  • Support to users in backing up and restoring their files, as well as in virus detection, removal and prevention.
  • Supports networks administration, focusing on achievement of the following results:
  • Assistance in troubleshooting and monitoring of network problems.
  • Response to user needs and questions regarding network access.
  • Assistance in backup and restoration procedures for local drives. Maintenance of backup logs. Assistance to organization of off-site storage of backups.
  • Provides administrative support, focusing on achievement of the following results:
  • Maintenance of an up-to-date inventory of software and hardware.
  • Maintenance of a library of ICT related reference materials.
  • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit.
  • Maintenance of suppliers, limiting number of returned suppliers from GSSC for incorrect and/or missing information and documents.
  • Maintenance of the filing system ensuring safekeeping of confidential materials.
  • Ensure all communication costs are paid in a timely manner to avoid disruption of services
  • Research and retrieval of data from internal and external sources; preparation of statistical charts, tables and reports as required.
  • Provision of ICT support to key events.
  • Ensures facilitation of knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:
  • Participation and assistance in the organization of training for the CO staff on ICT issues.
  • Sound contributions to knowledge networks and communities of practice.

Education

Required Skills and Experience

  • Secondary education with relevant certifications in hardware and software management.
  • University Degree in Computer Science would be desirable, but it is not requirement.

Experience

  • 6 years of relevant working experience with Secondary Education.
  • 3 years of relevant working experience with Bachelor’s Degree.

Required Skills And Competencies

  • Network management and administration using Cisco products.
  • Unified communication (voice over IP technologies, Microsoft Exchange messaging platform, Cisco Call managers and etc).
  • Network Monitoring systems (SNMP based) such as Zabbix and Orion Solarwinds.
  • Microsoft collaboration and productivity Tools: Teams, SharePoint, O365, Azure.
  • Google Apps.

Desired Additional Skills And Competencies

  • ICT for Development (ICT4D)
  • Telecommunications System (VHF, VSAT)

Required Language(s) (at Working Level)

  • Knowledge of English and Portuguese with good written and oral communication is required.

Professional Certificates

  • Microsoft Certified Professional (MCP) and Cisco Certified Network Associate (CCNA) required. If certification is not available at the time of recruitment, it should be obtained within 6 months.
