Description

  1. Role and responsibilities

The purpose of the ICLA Team Leader position is to manage and implement delegated portfolio of ICLA projects in Tuz areas (team activities, budget and project documentation) as delegated from ICLA project Coordinator (ICLA PC). 

The projects in Tuz cover Housing, Land and Property, Collaborative Dispute Resolution, and Civil Documentation. Lawyers, Technical Assistants, and incentive-based staff conduct case identification activities, general information sessions, counselling, legal assistance, and community capacity building.

The team leader will also work with coordinate with other NRC teams in the area, work with NRC partner organisations and attend local stakeholder meetings.

 

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  1. Line management of ICLA Officers, including Information & Counselling Officers, Legal Assistance Officers and/or HLP Officers.
  2. Implement plan of action for delegated portfolio of ICLA projects (activities, budget and project documentation).
  3. Provide mobile legal assistance to beneficiaries who are unable to claim or realize their Legal Civil Documentation (LCD) or Housing, Land & Property (HLP) rights on their own, through legal representation in court, representation in administrative proceedings, or through Collaborative Dispute Resolution (CDR) methods e.g. negotiation on behalf of beneficiaries.
  4. Day to day follow of progress in project implementation
  5. Ensure compliance with NRC policies CC tools, handbooks and guidelines
  6. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  1. Promote and share ideas for technical improvement
  2. Prepare periodic progress reports and other documents
  1. Ensure capacity building of project staff and transfer key skills
  2. Liaison and collaborate with relevant local authorities and stakeholders
  3. Promote the rights of IDPs/returnees in line with the advocacy strategy

 

Specific responsibilities

  1. In consultation with the ICLA Project coordinator; coordinate and co-facilitate capacity building trainings for humanitarian partners and local authorities
  2. Manage ICLA team in Tuz, oversee monthly and weekly work plans, monitor targets, and report on their activities
  3. Ensure compliance by the ICLA team with ICLA policies, and implementation of ICLA case management and Monitoring and Evaluation (M&E) tools
  4. Regularly attend relevant Protection, Shelter cluster, and other meetings to represent ICLA, gather and share information with partners, advocate on behalf of vulnerable displaced persons facing Legal Civil Documentation (LCD) & housing and land property (HLP) challenges, and employment rights (ER) and contribute to the provision of effective and timely humanitarian assistance to displaced persons
  5. Contribute to the planning of future ICLA activities by providing the ICLA PC with relevant data for donor proposals, budgets, work plans, and procurement plans;
  6. Foster productive relationships between ICLA and local authorities / humanitarian partners
  7. Promote synergies and coordination between ICLA and other departments within NRC, particularly livelihood and education
  8. Any other relevant activities as designated by ICLA PC

 

Critical interfaces

 

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are: ICLA Program manager, ICLA specialist and other core competencies in terms of integrated programming and synergies.

  • Experience from working in a humanitarian/recovery context
  • Professional knowledge of contract management
  • A University degree in law, social sciences, or other relevant field
  • At least one years of experience in project management, including supervision of staff and ensuring compliance with internal policies and procedures
  • Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g. Protection or Shelter Clusters or Working Groups);
  • Significant experience in monitoring, evaluation and reporting on project activities;
  • Previous experience from working in complex and volatile contexts
  • Good knowledge of English and Arabic.
