Background

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with over 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the sectors of Shelter, Education, Protection, Emergency Rapid Response Mechanism, Food Security, Information, Counseling, Legal Assistance (ICLA) and Water Sanitation and Hygiene (WASH).
NRC has operated in Mali since 2013 from our four field offices in Gao, Menaka, Timbuktu and Mopti. NRC strives to meet the basic needs of people affected by violence and displacement.

We provide Education, Shelter, Food Security and livelihood, respond to protection needs and give people Legal Assistance pertinent to civil documentation, Land, Housing and Property rights. We also have a dedicated Emergency Response Mechanism that provides a quick response to multisector needs of people affected by displacement.

In 2020, some funding for ICLA activities had been secured and the country program was able to implement ICLA activities integrated into other Core Competencies. Since the beginning of year 2022, NRC secured BHA funding for a standalone civil documentation project in Gao and Mopti regions before it joined the current ProSahel regional project implemented by International Rescue Committee (IRC)- Danish Refugee Council (DRC)-Norwegian Refugees Council (NRC) consortium. NRC Mali has expanded ICLA activities that supplement other core competencies projects to make the interventions effective. Mali’s context presents significant legal protection needs for vulnerable displaced populations and host communities, in terms of their access to civil documentation, housing, land and property rights and employment and procedures rights.

NRC is looking for an ICLA Specialist for our Mali program to develop and ensure implementation of ICLA program in line with NRC strategy 2022-2025, ICLA Strategy, donor’s rules and regulations and last but not least, ensure that interventions are based on priority needs of people affected by displacements. The ICLA Specialist will play a leading role in coordinating civil documentation, housing and land and property rights Technical Working Groups at both National and Regional levels.

What you will do:

In this position, you will:

• Develop proposals, undertake project reviews and modifications, including budgets;
• Consolidate and develop internal and external reports and other materials;
• Take the lead on quality project deliverables reporting (output and outcome level), with support from area project teams and M&E teams;
• Support Area Managers and ICLA Project Coordinators to develop and follow work plans and spending plans
• Regularly visit project activities with ICLA staff to assess quality and relevance of the response and to provide on the job learning to staff. As necessary, advise reorientation of activities and work plans to ensure that project objectives are achieved.
• Monitor project implementation, including adherence to developed workplans, and alert project staff and management as required to any deviations (including quality and timeliness)
• In coordination with M&E staff, design and implement appropriate M&E system and tools for ICLA programming in order to measure quality programming and evaluate impact, cost-effectiveness and relevance of specific activities.
• Lead on conducting needs assessments (in collaboration with Area Program teams, Protection team and M&E teams), baseline, mid-and end-evaluations.
• Ensure quality programming and protection mainstreaming through ICLA country programmes;
• Participate in relevant humanitarian coordination meetings in country or overseas as delegated by the country program
• Actively promote and operationalize integration and synergies between ICLA and other NRC programming.
• Ensure capacity building of project staff and transfer key skills.

What you will bring:

• Minimum 4 years of experience within a humanitarian/recovery context;
• Proven understanding of international human rights, refugee law and humanitarian principles
• University degree or higher education relevant to the assignment.
• Strong communication, interpersonal, analytical and negotiation skills
• Proven skills and experience in report and proposal writing
• Experience from working in complex and volatile contexts;
• Minimum 2 years of ICLA Core competency expertise (as Specialist or Project Manager) or similar experience
• Professional fluency in French and good knowledge of English, both written and verbal.

• Contract: 12-month contract (possible extension, dependent on performance & funding)
• Travel: up to 30%
