1. Background/Context

The Information, Counselling and Legal Assistance (ICLA) Project Manager is responsible for the ICLA intervention in Eastern Ukraine and the oversight of the projects under implementation, in line with NRC’s strategy and standards. The position encompasses team management, project cycle management, capacity building, integrated programming and coordination with key stakeholders.

2. Role and responsibilities

The following is a brief description of the role:

  1. Adherence to NRC policies, guidance and procedures.
  2. Contribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant ICLA projects.
  3. Line management of ICLA staff.
  4. Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  5. Implement technical direction and ensure high technical quality of projects.
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  7. Ensure capacity building of project staff and transfer key skills.
  8. Liaise and collaborate with local authorities, partners and other key stakeholders.
  9. Provide regular progress reports to the Area Programme Manager, Area Manager and ICLA Specialist.
  10. Consolidate the ICLA intervention in Eastern Ukraine, in line with ICLA priorities, guidelines and standards.
  11. Ensure capacity building and coaching of ICLA staff.
  12. Overall management of the ICLA projects implemented in East Area Office, in accordance with budgets, logframes, and work plans.
  13. Support preparation of proposals (technical, financial and narrative aspects) and reports related to ICLA projects in Eastern Ukraine in coordination with ICLA national team.
  14. Ensure proper budget monitoring and up to date spending plans.
  15. Conduct quality assurance of legal service provision.
  16. Ensure safe identification and referral of cases in need of specialized assistance.
  17. Ensuring compliance with M&E procedures and requirements.
  18. Contribute to the identification of potential partners and partnerships development with national organizations.
  19. Oversee capacity building activities targeting key stakeholders.
  20. Ensure proper ICLA data management and filing of documents.
  21. Liaise with the ICLA national team, to incorporate guidelines, technical inputs and tools into ICLA activities.
  22. Contribute to integrated programming with other NRC CCs.
  23. Contribute to specific legal protection risks and needs analysis.
  24. Keep up to date with legal developments affecting beneficiaries and stakeholders in order to ensure relevant programming and identify new programmatic opportunities.
  25. Contribute to advocacy efforts on legal protection issues.
  26. Participation in relevant coordination fora and clusters. Coordination with key stakeholders including UN agencies, INGOs and NGOs, local authorities and others.

3. What We Are Looking For

  • Minimum 3 years of experience working in similar roles, preferably in humanitarian/recovery context.
  • Experience from working in complex and volatile contexts.
  • Project management skills.
  • Team management.
  • Legal expertise is an asset.
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.
  • High education with background in law, social sciences or similar.
  • Fluency in Ukrainian and Russian.
  • In depth knowledge of the context in Ukraine.
  • Experience with ICLA or related legal aid programs is an asset.
  • Strategic thinking.

4. What We Offer

  • Type of contract: 12 months, renewable based on funding, performance, and need for the position.
  • Salary/benefits: According to NRC salary scale, terms and conditions.
  • Duty station: Dnipro, Ukraine
  • Travel: 30 % to field locations.
