ICLA Project Manager – Palestine

Job Purpose

The Information Counseling and Legal Assistance (ICLA) Project Manager will be responsible for the technical quality, timely implementation and monitoring of the delegated project portfolio, ensuring alignment with project outcomes, strategy and design. The following is a brief description of the role.

What you will do:

  • Contribute to the development of Country, Area and ICLA strategies as well as initiate and participate in the development of relevant ICLA projects
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) while ensuring that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist in line with proposals, strategies and donor requirements
  • Provide technical direction and take responsibility for overall progress and achievement of key objectives within the following parameters: time, cost, scope, benefits and risk.
  • Coordinate preparation of work plans and progress reports for ICLA teams
  • Contribute to the funding proposals, project budgets and donor reports
  • Work actively with the protection, M&E, Grants, Finance, HR, Logistics and Compliance units to ensure strong mainstreaming of core NRC principles across project activities
  • Develop, manage and monitor project budget in cooperation with the Head of Program Operations, ICLA PDM and ICLA Coordinator, including: budget expenditures, forecast vis-à-vis project implementation and coordinate across Core Competencies (CCs)
  • Oversee management of ICLA implementing partners, ensuring harmonized approach to partnership across ICLA’s portfolio in line with NRC policy, guidance notes and tool-kits
  • Evaluate, review and perform quality control of ongoing and completed ICLA projects in the relevant area
  • Lead the coordination of external engagement within West Bank Protection Consortium, critical donors and other key humanitarian actors
  • Actively promote and operationalize synergies between ICLA and other NRC programmes and relevant humanitarian organizations
  • Liaise and maintain strong relationships with local partners, relevant local authorities and other key stakeholders
  • Regularly gather information on relevant laws, policies, and practices operative in West Bank and ensure ICLA teams and humanitarian partners have access to such information.
  • Contribute to identification of trends in conditions/standards and donor priorities and assess better ways to assist beneficiaries
  • Provide supervision, manage performance and ensure project staff development through capacity building and transfer of skills.
  • Provide regular progress reports to ICLA PDM and Head of Program Operations
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Develop and ensure implementation of ICLA case management and Monitoring & Evaluation tools
  • Lead the tender process to select framework agreements with ICLA consultants

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • An undergraduate university degree in law is strongly preferred. Other degrees may be considered if the candidate has a sufficiently strong background in protection related work.
  • Minimum 3 years of experience from a senior level project implementation position, preferably in a humanitarian/recovery context, partnerships, civil society strengthening and/or legal assistance projects. Experience with ICLA or related legal aid programme highly desirable.
  • Relevant legal expertise with proven ability to work effectively with national and local civil society organizations
  • Documented technical competences and results related to the position’s responsibilities
  • Knowledge and/or experience of the legal and judicial context of Palestine highly desirable
  • Experience in advocacy and working in complex politically humanitarian context
  • Experience of working in consortia and with donors (ECHO, FCDO, etc.)
  • Excellent coordination, communication (verbal and written) and networking skills
  • Knowledge about own leadership skills/profile with ability to exercise cultural sensitivity.
  • Excellent command in Microsoft Applications
  • Fluency in English, both written and verbal

Additional Information:

Duty Station: Jerusalem

Duration of contract: Fixed term 12 Months (with possibility of renewal)

Grade 8 in NRC’s grading structure

Reports to: ICLA Programme Development Manager

Provides supervision to: ICLA Project Staff
