Job Purpose

The purpose of the Information Counselling and Legal Assistance (ICLA) Project Manager is to implement delegated Core Competency (CC) project portfolio.

What you will do:

  • Contribute to the development of Country, Area and CC strategies, initiate and participate in the development of relevant CC projects
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Provide regular progress reports to the Area Manager and the CC Specialist
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Develop and manage project budget (in cooperation with Cs) and coordinate across CCs
  • Manage ICLA’s partnerships with community-based organisations and ensure collaboration with relevant local authorities and other key stakeholders
  • Promote the rights of refugees and other beneficiary groups in line with the advocacy strategy
  • Consolidate and strengthen ICLA programming in the areas of intervention through the management of the ICLA programme in Jordan, ensuring a strong coordination with the Advocacy, Protection, M&E and Specialist units.
  • Ensure all stages of the project management cycle and programme quality are implemented in coordination with the ICLA Specialist and within the agreed NRC ICLA Strategy (including beneficiary participation, mainstreaming of cross-cutting issues, value for money etc.).
  • Provide leadership, direction and support to senior ICLA staff and their teams. Advise senior staff to work with their teams with an emphasis on excellence and achievement; encourage a team culture of learning, creativity and innovation.
  • Review and optimize the programme’s delivery mechanism ensuring the programme structure, approach and operational method is fit for purpose.
  • Line manage project staff and ensure systematic capacity building for ICLA staff at all levels, relevant both for programme implementation and staff development.
  • Work with other managers to identify holistic programme opportunities and ensure integrated NRC programming in Jordan – including through provision of ICLA services to non–ICLA beneficiaries.
  • Actively coordinate with the ICLA Specialist to ensure field learning is captured and included in the technical guidance documents.
  • In coordination with the ICLA Specialist, represent the ICLA programme during field visits to the host community by donors and other key stakeholders.

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

  • Bachelor’s degree in law or any other related field
  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
  • Valid driver’s license
