Background:

The Central Area Office portfolio currently focuses on integrated livelihoods, legal assistance, and education programming. Livelihoods interventions include agriculture and water infrastructure rehabilitation combined with material and capacity support to farmers and business owners, and emergency cash assistance in areas with immediate needs. The legal assistance programme entails information, counselling, and legal assistance to individuals and households on legal civil documentation as well as housing, land and property rights issues. NRC’s education projects entail material support to schools, rehabilitation of key educational infrastructure, and capacity building of teachers, including in addressing children’s psycho-educational needs.

Role and Responsibilities:

This position will be responsible for technical oversight and implementation of NRC’s legal assistance programme as well as counselling on civil documentation and HLP (Housing, Land & Property) issues, information dissemination on rights and services, Collaborative Dispute Resolution (CDR), and integrated support on employment rights.

Generic Responsibilities:

  • Line management for project staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and ICLA strategies, initiate and participate in the development of relevant ICLA projects
  • Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects
  • Provide regular progress reports to the Area Programme Manager and the ICLA Specialist
  • Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  • Develop and manage project budget and coordinate across core competencies
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of Internally Displaced Persons (IDPs)/returnees in line with the advocacy strategy

Specific Responsibilities

  • Develop and ensure implementation of ICLA case management and Monitoring & Evaluation tools
  • Develop and deliver capacity building trainings to key stakeholders on civil documentation, Housing, Land and Property (HLP) issues, and Collaborative Dispute Resolution (CDR)
  • Regularly participate in relevant Protection Cluster meetings to represent NRC
  • Mobilize and coordinate humanitarian response by Protection actors to risk or threats of eviction and forced evictions;
  • Contribute to the development and dissemination of technical assistance materials on Registration Civil Documents/Housing Land Property rights topics for Protection & other actors;
  • Contribute to strategy documents, work & contingency plans, and advocacy messages on key issues
  • Promote synergies between ICLA & other sectoral projects via provision of HLP technical support
  • Support cross-cutting interventions incl. protection, gender & accountability to affected populations. Collaborate with other area programme teams to develop NRC community engagement approaches
  • Regularly review the quality of ICLA interventions and propose ways to improve implementation
  • Regularly gather information on relevant laws, policies, and practices operative in Kirkuk and Salah al-Din, and ensure ICLA teams and humanitarian partners have access to such information
  • Any other tasks relevant to the position as requested by the Area Programme Manager

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project planning: APM, Specialists, Advisors, PMs & PCs, SIP Coordinator
  • Area operations: Support staff (Logistics, Finance/Administration, HR)
  • Staff capacity building: APM, , CO M&E unit, core competency teams
  • Implementation: Other Core Competency staff

Staff: All ICLA staff – currently Coordinator, Team Leader, Officers, and Assistants

Stakeholders: NRC staff, local partners, protection actors, clusters, communities, authorities

Budgets: Shared

  • Commitment to an evidence- and needs-based approach to project management
  • Analytical mindset, critical thinking skills, and contextual analysis capacities
  • Demonstrated experience integrating legal assistance with other sectoral programmes/assessments
  • Fluency in Arabic, both written and verbal
  • Willingness to travel regularly within Kirkuk and Salah al-Din
