GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job purpose:

The Hygiene Promotion Officer will plan and supervise GOAL’s hygiene promotion implementation within communities covering health and hygiene needs and concerns; assist in developing programme strategy; verify information provided by various sources; and communicate programme implementation strategy to relevant stakeholders. This will be undertaken as part of the WASH intervention to safeguard and improve public health of the affected population by:

  • Promoting safe WASH practices, including appropriate use and maintenance of WASH facilities and services, with focus on hygiene practices in schools.
  • Ensuring appropriate community involvement in the design and delivery of essential WASH services and facilities.
  • By leading hygiene promotion sessions, awareness campaigns, and hygiene kits distribution, the Hygiene Promotion Officer will play the major role in contingency/emergency response.

Duties, objectives, and competencies:

  • Plan and supervise hygiene promotion team activities towards the achievement of the hygiene outcomes of the WASH programme.
  • Provide direct line management to Hygiene Team Leaders.
  • Develop suitable assessments tools of WASH specifically hygiene needs and supervise Hygiene Team Leaders in carrying out needs assessments, baseline studies and periodic studies, and feedback findings to stakeholders.
  • Liaise with communities and their representatives on community hygiene needs.
  • Liaise with communities and local authorities to identify vulnerable members of the community.
  • Use appropriate feedback mechanisms for households as determined by the WASH programme.
  • Work alongside Monitoring and Evaluation team to better understand the hygiene knowledge and behaviours of target households and to measure impact of hygiene promotion programming.
  • Design of appropriate hygiene promotion messages and methods of dissemination.
  • Prepare regular reports on hygiene promotion activities.
  • Plan beneficiary list preparation and verification (checking) with Team Leaders.
  • In corporation with Emergency Program, leading the internal displaced people (IDPs) emergency Response through distribution of hygiene kits.
  • Other tasks as required relating to community relations as determined by the Programme Manager.

Requirements (essential):

  • Degree in Health sciences, Environmental Health, or related fields.
  • Experience of at least three years in the field of hygiene promotion (WASH program) activities with humanitarian organizations.
  • Ability to write basic reports of activities, maintain records and maintain confidentiality.
  • Good English speaking and writing.
  • Excellent communication, listening and observation skills, and the ability to create confidence.

Requirements (desired):

  • Good skills in Microsoft Office and cloud storage programs.
  • Public Health background.
  • Good knowledge of Sphere standards.
