Hybrid- Monitoring and Learning Officer

Counterpart International seeks a full-time Monitoring and Learning Officer to remotely support a project in a potentially closed, non-permissive environment. With the support of the project Director of MEL and headquarters staff, the position be responsible for implementing the project learning agenda and preparing regular program reports, press releases, success stories, and other communication materials.

The Officer will report to the MEL Director and work in close collaboration and coordination with the technical team, finance and operation team, Project Management Unit (PMU), and Project Support Unit (PSU) to support the project.

Responsibilities

  • Assist in implementing the project learning agenda to capture relevant formal and informal information that will inform decisions, support project reporting requirements, and foster learning within the project.
  • Regularly work with the project team, IPs, and grantees to pitch result/success story ideas, track and analyze the project monitoring and evaluation data and translate them into results/success stories.
  • Organize and facilitate regular staff meetings to ensure knowledge and learning are effectively shared and applied.
  • Assist in preparing the project communication materials, summary briefs, and quarterly performance reports, and contribute to the planning and developing annual work plans and performance monitoring systems in close collaboration with the project team.
  • Work with the project team to ensure compliance with USAID branding and marking for project materials and events, including those of IPs and grantees.
  • Prepare and update a standard information package on the program for briefings of USAID, including project status reports, factsheet, maps, photos…etc.
  • Maintain a calendar of program events in close coordination with the project senior staff, partners, and grantees.
  • Other duties related to program monitoring, learning, and communication, as required.

Qualifications

  • Bachelor’s degree in communications, education, data management, public relations, or a related field.
  • A minimum of 4 years of professional monitoring and communications experience for international development programs, with a minimum of 3 years for USAID-funded projects.
  • Experience developing and implementing monitoring, learning, and communication plan.
  • A high level of interpersonal and communication skills.
  • Capability of crafting information messages in various formats in different languages targeting a variety of audiences.
  • Ability to work well in a multicultural team environment, effectively with CSOs, media organizations, USAID, program staff, and other beneficiaries.
  • Experience in managing communication contacts is required.
  • Demonstrated ability to handle multiple priorities and deadlines.
  • Strong written, verbal, analytical, and organizational skills.
  • Alignment with Counterpart’s core values.
  • Fluency in written and spoken English is required; additional language skills are preferred.

Preferred

  • Master’s degree in communications, education, data management, public relations, or a related field.

The salary range for this position is $50,502 to $65,652 annually.
