We are looking for a Consultant to develop a Hybrid Library Project in Somalia to support the Peace Practice and Innovation (PPI) unit.

Duties and responsibilities

Under the overall supervision of the EIP team in Somalia, the individual consultant will be responsible for developing a library for violent extremism (cataloguing studies, books and articles). The library will be located in the Preventing and Countering Violent Extremism (P/CVE) Coordination Unit in the Office of the Prime Minister and will consist of both a physical space with books and an online database.

The consultant will undertake an analysis of requirements, including equipping and furnishing a room at the P/CVE Coordination Unit to stand as a library and developing an e-library. The organization of this library would be focused on maximizing accessibility and the utility of resources to contribute to institutional capacity and ensure sustainability. This will ensure the research that has been done can be operationalized to support P/CVE interventions.

Furthermore, it will provide an accurate picture of any gaps and updates that subsequent research on P/CVE should seek to fill.

The consultant will perform the following substantive duties and responsibilities:

  • Desk research on existing literature on P/CVE related to Somalia;
  • Situation Assessment: assess the P/CVE Coordination Unit to define the feasibility and requirement for developing a hybrid library;
  • Plan, design, and implement the development of a hybrid library, including building up user-friendly software for ease of update, monitoring, and report;
  • Develop and implement a plan to help the library be accessible to internal and external audiences;
  • Design instructions manuals and conduct training for staff to disseminate the knowledge and motivate staff in the use and promotion of the library;
  • Prepare weekly progress report;
  • Suggest a plan to handle all un-used or out of datebooks.

Profile

  • The consultant is expected to have a librarian background and/or used to work in library management services with the ability to communicate in English;
  • Minimum of 3 years’ experience in the subject area with practical experience in implementing e-library solutions;
  • Knowledge of software development;
  • Understanding of P/CVE research field;
  • Experience in conducting knowledge sharing/training sessions on library automation.

The Institute offers

  • Service contract from 04/07/2022 to 04/09/2022
