Responsibilities:

1. Advocate on Global and Regional Policies

  • Lead advocacy efforts with relevant UN Agencies, global platforms, multi-lateral agencies, donors, and other key players in the policy community and agenda-setting bodies to advance identified priorities on hunger, resilient agriculture, and risk prevention through legislation and policy. This will also help to raise CARE’s visibility and promote the development, adoption, and implementation of the best policies and programs on issues of concern to CARE.
  • Represent CARE at meetings held by the Committee on World Food Security to ensure that global guidance developed is gender responsive. This will include supporting the overall work of the Civil Society and Indigenous Peoples Mechanism.
  • Identify upcoming crisis countries and regional hot spots and processes, such as IGAD in East Africa and SADC, and ensure that the necessary policies and actions are in place to reduce the impact of crisis.
  • Conduct quick analysis and complete discreet research projects as needed to better understand and address the barriers that exist in food systems that prevent people from overcoming persistent and intergenerational malnutrition and poverty.
  • Leverage CARE’s expertise to influence the civil society community and key policymakers toward principled, evidence-based just and equitable transformation of food systems.
  • Develop key messages, talking points, advocacy materials, policy briefs, and remarks in support of external representation opportunities for other senior CARE leaders’ engagement when requested.

2. Support Country Advocacy on Hunger and Resilience

  • Advise the advocacy strategies of five countries so that they design relevant policy objectives, work plans, and the implementation of advocacy activities to support the transition to resilient agriculture, while reducing risk and building resilience for women and girls.
  • Conduct stakeholder mapping and gaps analysis in the hunger, resilient agriculture advocacy, and context-specific advocacy spaces to determine opportunities for CARE engagement and strategic influencing of country governments.
  • Work in close collaboration with the thematic leads within the Global Advocacy Team and the FWS Department to ensure that health, climate change, and women’s economic justice are central to hunger and resilience advocacy.
  • Analyze national policies, legislative and/or regulatory vehicles of interest to CARE’s policy priorities to build resilient food systems.

3. Internal Coordination and Collaboration

  • Liaise with colleagues outside of the department including the FWS Department, the Humanitarian Affairs team, Communications and Marketing team, country and regional level offices issue area and technical leads, including the EU, and others in the CARE network to reflect CARE’s operational experience, knowledge/learning, and practices in global-facing policy advocacy.
  • Support in the review, feedback, and facilitation of department sign-off for internal documents as appropriate.
  • Represent the Global Advocacy Team at internal meetings and strategy discussions, including the Extreme Hunger Advocacy WG, Advocacy meetings held by CI, Country-specific advocacy calls, and other fora as relevant.

4. External Relations

  • Support in the identification, mapping, engagement, and relationship management of women leaders, civil society partners, diaspora, and other voices CARE can connect with decision-makers.
  • Provide external communications support to increase awareness by all actors in the lead up to key advocacy moments, including drafting discussion papers, issue briefs, and social media content.

5. Other Program Support

  • Actively engage and advise in the meetings of the FWS Department to ensure seamless collaboration and thought-leadership.
  • Contribute to Global Advocacy team dashboard on monthly basis and other various administrative tasks related to MEAL.
  • Support in the identification and mapping of donors interested in funding resilience building approaches, and related advocacy. Contribute to the drafting of funding proposals and donor reports.

Qualifications:

  • Bachelor’s Degree in political science/international relations or a related field or equivalent combination of education and work experience as outlined below.
  • 5-7 years or substantive legislative/congressional experience or advocacy work; or 5 years international development hands-on experience such as NGO programs.
  • Experience in previous position developing advocacy strategies in humanitarian, climate, or food/nutrition programming.
  • Must be fluent in English with skills in written communication and report writing.
  • Sensitive to cultural differences and the ability to work effectively across diverse cultural contexts.
