Title: Humanitarian Training for Youth and Providing handholding Support

1. Background

ActionAid Myanmar, an international NGO, working towards social justice, gender equality and poverty eradication, has been operating in Myanmar since 2006. AAM have a strong commitment to the empowerment and leadership of women and youth through community-led, participatory development processes that influence policies at national and international level. AAM strives to promote local leadership with a focus on women and youth leadership and designs intervention to achieve greater accountability towards communities and supporting a gender responsive approach. Country strategy of AAM (2018-2027): outlines three priority goals: (1) the realization of rights, of women’s rights to participation, freedom from gender-based violence, and economic empowerment; (2) the redistribution of power and resources through good governance and civic participation; (3) developing the resilience of vulnerable communities to climate related shocks and natural disasters.

To achieve these goals, AAM is working with young people (men and women) to strengthen their capacity to lead the development of their own communities. AAM has built a strong women’s empowerment program addressing women’s economic development, prevention of violence against women and rights awareness advocacy. AAM mainly works with local organizations, community-based organizations, and civil society organizations to bring sustainable change with an aim to change the position of the people not only conditions. AAM is implementing activities either directly or with partners in 10 states and regions.

About the Project

Strategic Partnership Agreement (SPA2) grant from AADK for the period 2022-2025 lays significant emphasis on participation of young men and women led CSOs/youth platforms in the programme. The project work towards an outcome that increases the youth participation in creating increased access to its community members to public services with a strong AAM humanitarian signature. The project focusses on strengthening the capacities of youth, especially women and increase access to gender responsive public services in humanitarian context. Through this project, we aim to achieve increased participation of local communities, especially youth, in village development activities and increase gender response approach in the public services. There are initiatives as part of the project that focus on building capacities of the youth from the project area on climate resilience and humanitarian response. The project operates in Rakhine and Chin state of Myanmar along with Kayah, Kayin and Sagaing. These areas are witnessing humanitarian crisis due to escalating conflict. Chin and Rakhine also the geography that witnesses frequent floods and other emergencies – both man-made and natural.

To create quality community resources to take quick actions in the events of humanitarian situations, this project shall invest in the capacity building of the youth and provide them handholding support developing resilience of vulnerable communities on climate related shocks and natural disaster in times of emergencies.

The proposed Humanitarian training directly contributes to the following outcomes as per the theory of change

• Strategic outcome 2: Young people in conflict affected areas of Myanmar, especially women and marginalised people, are resilient to political and climate shocks and enjoy their rights to protection from armed conflict, state repression and natural disasters in Rakhine, Chin and Sagaing states.

• Long-term objective 1 – Frontline communities, young human rights defenders safely advance their demands on democracy, livelihoods, disaster preparedness and youth leadership. (AAM).

• Long-term objective 2 – Young people and their allies hold humanitarian actors to account on ensuring protection, and adequate resourcing and delivery of community-led programmes. (AAM) and

• Long-term objective 3 – Young people take collective action for increased social cohesion, conflict prevention and resilience to shocks. (AAM)

2. Objectives of the assignment

Scope of Work

AAM would like to train the youth and youth platform representatives from SPA project area in humanitarian response, risk assessment and to prepare village level emergency response plans. These response plans need to be gender sensitive and address the challenges faced by women, children and elderly during an emergency. Since the resilience has been integral part of humanitarian and development action, the training should address the underlying fragilities of humanitarian crises and how resilience can be built in the community. Further to this training, AAM would like to provide handholding support to these trained youth in assessing emergencies and act as first responders within their community and villages in the event of an

emergency. AAM believes that this approach would pave way for building quality human resource within the community that can take actions to reduce life loss and protect the community assets in case of an emergency. These trained youth shall act as community resource and take part actively in creating awareness amongst the community members on humanitarian risks but also collaborate with necessary stakeholders to address these risks.

Objectives

AAM is planning to conduct humanitarian training to the youth from the project area and achieve the following objectives;

  • Questionnaire/ assessment tool on training needs & skills gaps of 2 CSOs, 5 youth platforms and 20 youth from the project areas on emergency response essential and other relevant topics in related to humanitarian and resilience.
  • Curriculum/outline for a series of training sessions for up to 30 participants on humanitarian emergency preparedness, disaster risk reduction, resilient livelihood and other related knowledge and skills, as defined by the needs assessment. The training should be designed to be gender sensitive/mainstream gender.
  • Implementation of series of training modules (at least 3 modules) based on agreed curriculum; potentially conducted via online platform, to be adapted with COVID-19 context per government regulations.
  • Training report on outcomes and recommendations for SPA2 programming and activities.
  • Develop mentoring and coaching plan for post-training support for young front-line responders.
  • Coaching and mentoring support to the trained personnel and CSOs
  • Provide opportunities of sub-grants and other resource mobilization options to these trained personnel and organizations.

3. Scope & Deliverables

The Consultant will be responsible for the following:

  • Desk review of apporved proposals, relevant previous project reports, and any other documents related to the scope of this assignment.
  • An inception report will be prepared by the consultant and shared with the AAM. The report should include a detailed methodology, including sample size, sampling plan, data collection tools, plan for field work, and data analysis.
  • Based on plan for field work, data collection will be conducted utilising the data collection tools approved by AAM.
  • Following the field visit, the consultancy team will prepare a short presentation of the initial findings, including at least 2 case studies, and tentative conclusions and recommendations. This will be used to debrief the Programme team to identify and address any misinterpretations or gaps. Building on the debrief and initial feedback received, the consultancy team will produce a draft report that will be shared with AAM for review.
  • Once feedback is provided by AAM, the consultancy team will prepare the final report. The report will follow the same presentation logic and include, at a minimum: executive summary, list of acronyms, introduction, baseline context and purpose, baseline framework and methodology, findings, case studies, conclusions and recommendations. Annexes should include the TOR, inception report, programme baseline indicators with baseline values from the baseline survey, list of documents reviewed, list of persons interviewed or consulted and data collection instruments.
  • The consultancy team will also prepare a Powerpoint presentation and two-page baseline Brief to facilitate sharing of the key findings, conclusions and recommendations. The Brief will include project information; baseline background (baseline purpose, baseline team, baseline timeframe, methodology); and baseline results: key findings and/or conclusions, and key recommendations.
  • The selected consultant will be responsible to undertake a participatory, gender and conflict sensitive approaches for data collection and utilise AAM’s feminist research guidelines.

5. Qualifications

The ideal candidate/consulting firm will be experienced in conducting humanitarian trainigs

and mentoring of youth from different parts of Myanmar. The ideal candidate/consulting

firm should be familiar with the conflict and humanitarina context of Myanmar.

a) Education

• Consultants leading this assignment should possess Master’s degree in social science, sociology, political science, development studies or any other related field from any reputed academic institution

b) Experience

• A Minimum of 7 years of relevant experience is required in conducting humanitarian trainings, mentoring youth in nexus programmes and a minimum 3-5 years’ experience working with international organisations and donors.

• Proven knowledge and experience in national humanitarian context, UN cluster mechanisms, disaster relief and rehabilitation is requried.

c) Language

• Fluency in Myanmar is preferred for the trainings with the local partners,

• Ability to provide quality narrative report on the progress and after completing the assignment

d) Others

• Ability to work under pressure, meet deadlines and handle multiple tasks simultaneously.

• Ability to adapt quickly to crisis context, to establish and maintain good working relations with individuals of diverse backgrounds and cultures.

• Ability to deliver on time as committed and be responsive to all communications from AAM.
