The prime purpose of this role will be to build a portfolio of sustainable WASH initiatives in countries and support WASH program teams to deliver new programs and approaches to address challenges in sustainable services. This will involve taking an interdisciplinary approach to addressing the inter-related systems that affect the delivery of WASH services, including governance, finance, and market systems. Together with colleagues in countries you will work to strengthen the capacity of water and sanitation service providers, service authorities, institutions and water users associations, including through the development of new service delivery models.

Key Responsibilities and Accountabilities:

1. Program development: Working closely with Oxfam WASH program teams in countries, develop new programs, approaches, and service delivery models.

  • Lead formative research and support Oxfam program teams in carrying out feasibility studies and analysis to develop new models for sustainable water & sanitation service provision.
  • Through co-creation and collaboration, lead development of new programming approaches and proposal writing.

2. Program support: Advise program colleagues on program analysis, design, implementation, monitoring, and coordination with relevant bodies in country and internationally.

  • Identify practical next steps that program teams can take to progress, supporting them in workplanning, identifying resources required and how they can draw from existing resources, while guiding them on medium and longer term plans and vision.
  • Develop links with new and innovative partners, as well as related institutions and networks, to strengthen programming.
  • Working closely with WASH program colleagues, MEAL, and program management, develop MEAL frameworks that measure sustainability outcomes and enable feedback loops that enable course correction and learning.

3. Influencing: Strengthen the uptake and reach of Oxfam’s work in sustainable services within the Oxfam confederation and externally.

  • Integrate the sustainability of WASH services into Oxfam’s strategic direction and action planning at a country level (ex. in Oxfam Country Strategies).
  • Build support from Oxfam leadership in countries to champion Oxfam’s work in sustainable WASH services internally and externally.
  • Influence sector practice, peer organizations, and WASH coordination platforms in the area of WASH sustainability to expand the reach and impact of Oxfam’s work.

4. Knowledge exchange and learning: Support capacity development within Oxfam and share documented learning through networks.

  • Lead capacity building to develop expertise within Oxfam program teams on sustainable services.
  • Coordinate with technical colleagues to document and share learning from programs and new initiatives.
  • Produce knowledge sharing products for publication.
  • Utilise or develop mechanisms to disseminate information on new approaches and practices within Oxfam and externally.
