The Opportunity

Save the Children is responding to different crises globally, with the least developments occurred in Ukraine but also in supporting the ongoing response in Middle East and Easter Europe-MEEE region. SCI is recruiting A Humanitarian Response, Finance Manager who will be supporting different country offices in setting financial systems, develop policies and procedures, provide timely support and building the capacity of finance teams in emergency response, this will include filling any gaps and working in country with response teams wherever is needed. The Finance Manager shares the overall responsibility for the direction and coordination of financial management with COs and RO staff members in relation to the ongoing response programs, in his/her capacity will be accountable to the Regional Finance Director for overseeing the financial planning including budgeting, financial analysis, financial risks, and other financial aspect of the emergency response.

The Humanitarian Response Finance Manager will provide the primary financial management inputs in the Save the Children emergency response programme working closely with relevant countries. The role has three main aspects to it: leading the emergencies finance teams, including those in the country offices if the response is multi-country; providing the Response Team Leadership with finance oversight; and capacity building finance and non-finance staff in their financial professional development.

In order to be successful you will bring/have:

Essential

* Qualified Accountant (CCAB) or equivalent experience.

* Previous experience in managing financial setup in large/ complex emergency response including budgeting, eligibility issues, compliance management, and reporting.

* Risk Management oriented and proven experience in maintaining proper internal controls in large response.

* Strong knowledge of financial planning and analysis, and familiar with different donors’ regulations.

* Experience of and well-developed skills in staff management and supervision.

* Flexible to travel within 72 hours to cover any gap, and willing to working in hardship areas.

* IT literate (i.e. Word, advanced Excel, Outlook, Internet Explorer, financial systems).

* Cultural awareness and ability to build relationships quickly with a wide variety of people

* Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure

* Excellent planning, management, and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities

* Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams

Desirable

* Experience with Save the Children financial processes, procedures and systems and overseas accounting software (including Agresso).

* Extensive experience, including first phase responses, with NGOs in an international emergency environment or in fragile states with increasing responsibilities including a proven experience of establishing and running a field finance office.

* Understanding of award management policies, procedures and systems and Save the Children’s award management system (AMS.)

* Able to travel easily within MEEE and Eastern Europe Countries.
