The Humanitarian Response Coordinator provides overall leadership and management support to the Humanitarian Team Leader in establishing CARE’s humanitarian operations and response for the Ukrainian refugees in Poland. S/he will directly manage and perform support functions including supporting program strategy development, assessment & information management, proposal development, coordination, representation and liaison, and capacity building.

A key underlying principle of the approach to these functions is to ensure gender equality and women’s empowerment as an integral part of all relevant actions in these areas. The Humanitarian Response Coordinator is responsible for leading and coordinating the implantation of humanitarian response and operations, including assessment teams, managing the start-up of emergency operations and responses and, as time allows, coordinating the development of contingency and emergency preparedness planning required to support the humanitarian response in Poland and Ukraine.

The Humanitarian Response Coordinator will monitor and track the quality and effectiveness of CARE’s humanitarian response, ensuring the quality and submission of program reports in a timely manner and following up on any questions/requests for information from donors and other stakeholders. The Humanitarian Response Coordinator will work with the other program teams closely to ensure that learning and reflection from reviews and evaluations are incorporated to improve the performance and impact of the programs.

The Humanitarian Response Coordinator is expected to support in recruitment, orientation, and training of new staff. The Humanitarian Response Coordinator reports directly to the Humanitarian Team Leader and coordinates closely with heads of other units including operations, finance, Safety and Security, and all program teams.

Responsibilities:

  • Supporting program strategy and proposal development
  • Communication, information management, and reporting
  • Coordination, representation, and liaison
  • Leading and coordinating implantation of emergency response and operations
  • Staff management and capacity building
  • Perform other duties as assigned by the supervisor.

Qualifications:

  • Minimum of 5-7 years experience in the humanitarian response field in senior management and leadership positions
  • Excellent written and spoken English; good communication skills and convincing presenter; problem solver, program design and proposal development skills, proven forward planning and strategic skills; strong public relations skills and network building; good training and facilitation skills.
  • Coordination and facilitation skills.
