DanChurchAid (DCA) is looking for a Mine Action Technical Advisor and Humanitarian Coordinator, dual role.

DanChurchAid (DCA) is currently looking for a Mine Action (MA) Technical Advisor (TA) and Humanitarian Coordinator combined in one position to its newly established DCA Humanitarian Response and Mine Action Programme in Ukraine. The applicant must have relevant Mine Action EOD qualification(s) and have experience in being part of the implementation and development process of Mine Action and Humanitarian activities.

DCA Ukraine seeks to support community based and integrated deliverables through a combination of activities including EOD, Survey and Clearance, Risk Education, Livelihood, Protection, and Shelter activities.

This position differs from the traditional MA Technical Advisors role, in that DCA is seeking to expand the roles and responsibilities to also include strategy development, MEAL (monitoring, evaluation, and learning) donor reporting, concept note and proposal compiling and fundraising within MA and Humanitarian Activities.

Additionally, this role will be on a mentorship type basis, meaning that a split working week will be adopted, 70% field based, and 30% office based. The successful candidate will be coached and mentored by an experienced Technical Field Manager for 12 months, after which the candidate should have gained the correct level of experience to work independently.

As Technical Advisor you will be part of developing, planning, monitoring, and reporting on DCA mine action activities as well as maintaining, building, and strengthening close coordination with other humanitarian programme activities and colleagues. Ensuring good communication with relevant authorities and partners are key elements for the position.

The Technical Advisor will support MA operations and SMT with an innovative and diverse programme portfolio that works closely with all relevant stakeholders such as national mine action authorities, local authorities, and communities as well as with UNDP/UNMAS and relevant sub-Protection Cluster fora that ensures strong programming at all times.

You will, in collaboration with relevant programme staff, ensure that DCA’s Mine Action programme is integrated into a larger humanitarian response. The Technical Advisor refers daily to the DCA Ukraine Operations Manager (OM), who has overall oversight of the Humanitarian Mine Action programme in Ukraine.

Key responsibilities

  • Be partnered with a DCA Technical Field Manager, so that technical experience can be gained in a live environment, in a safe and controlled manner.
  • Ensure mine action operations are implemented in accordance with the National Mine Action Strategy and national SOPs.
  • Gain technical support and guidance of field operations, including training, internal quality assurance, safety, and security as well as daily operational planning and implementation.
  • Liaise with national authorities, including senior officers of the civil defence when required.
  • Ensure timely, high quality reporting submissions.
  • Support in the development of operations plans for on-going activities.
  • Coordinate with relevant MA and Humanitarian Response Fora, in conjunction with the Operations Manager,
  • Innovate and seek complementary and joint programming along the triple Humanitarian, Development and Peace Nexus axis.
  • Coordinate with other components of the country programme along with procurement, finance, HR, and Admin units as part of the country office.
  • Stay informed and current on new techniques, manuals and devices relating to Humanitarian Mine Action.
  • Prepare well written and quality inputs for progress and annual reports.
  • Lead the development of Mine Action concept note and proposals, in collaboration with relevant country programme staff.
  • Contribute to project cycle management procedures.

Your profile

  • Explosive Ordnance Disposal (EOD) qualification or International Mine Action Standard (IMAS) equivalent, with certificates.
  • An advanced university degree in international development, or other related sciences as well as relevant working experience.
  • Previous experience in Humanitarian Mine Action organizations.
  • Understanding of the humanitarian principles linked to NGO field and operations contexts.
  • Knowledge of Mine Action and Humanitarian Response international donors, e.g. EU, ECHO, Danida, US agencies, UN agencies and other institutional donors, incl. donor rules and regulations.
  • Proven experience in developing and compiling concept notes, proposals and strategy documents.
  • Have a calm and sensitive disposition as well as a well-developed diplomacy, liaison, and public relations skills. Strong team building and communication skills.
  • Experience working in remote and insecure field locations.
  • Flexibility and cultural awareness and sensitivity.
  • Computer literacy essential including proficiency in Word, Power Point and Excel.
  • Fluency in written and spoken English is essential.
