Télécoms Sans Frontières (TSF) was founded in 1998 as the world’s first NGO focusing on emergency-response technologies. During humanitarian crises we give affected people the possibility to contact their loved ones and begin to regain control of their lives, as well as we build rapid-response communications centres for local and international responders.

Thanks to 20 years of experience in the field, our high-skilled technical team adapts and tweaks existing tools to respond to different crises and beneficiaries’ needs in the ever evolving humanitarian context. From its early days, the culture of first emergency response has been core to TSF’s identity, but we have grown and evolved as the role of technologies in emergencies has expanded.

Attention:

  • This is not a remote position
  • The applicant must be willing to live and work in Pau, France
  • The applicant must be fluent in both English and French
  • The applicant must be available to travel internationally and participate in TSF’s emergency missions anywhere in the world

Job Summary

As Project Manager, you will be a member of the EMEA and APAC base, which is part of the operations pole of TSF.

You will be helping in identifying, implementing, supervising and evaluating a variety of humanitarian emergency projects. You will supervise the projects and prepare all the necessary documents for their implementation including concept notes, implementation plans, roadmaps, budgets, reports among others. You will also be responsible for the definition of the Monitoring, Evaluation and Learning (MEAL) strategy for each project, including by setting the objectives, indicators and collection tools and procedures to measure the humanitarian impact of TSF’s projects.

We are looking for a dynamic person with excellent organisational and project management skills. The ideal candidate must also have a strong interest in telecommunications technologies and their application in humanitarian aid.

Main Tasks

Project Management

  • Supervise and provide methodological guidance to local teams and Project Coordinators for the implementation of the projects under his/her responsibility
  • For the projects under his/her responsibility and in collaboration with the Project Coordinators, ensure all project documents (concept notes, implementation plans, roadmaps, indicator tracking tables, reports, etc.) are always prepared, up-to-date and submitted following TSF’s project management procedures, ensuring all deliverables are met on time and to a high standard
  • Guarantees the quality and relevance of MEAL activities and analysis conducted by the project teams under his/her responsibility
  • Provide internal project updates on a regular basis about strategy, adjustments, and progress (reports, internal team meetings, etc.)
  • Update and adapt TSF’s project management tools and procedures including planning, implementation and MEAL documents and procedures.

Monitoring

  • Analyse the geopolitical and humanitarian context of the EMEA and APAC region and identify relevant missions TSF could carry out.
  • Support donor reporting and proposal development

Representation

  • Establish and maintain collaborations with other humanitarian organisations, operational partners and financial partners.

Emergency Response

  • Integrate TSF’s emergency teams and carry out site visits assigned to them in the context of humanitarian crises abroad

Experience and competences

  • Degree level or equivalent in social or political sciences, international relations, international development, humanitarian action or related topic
  • 5 years minimum project management experience in humanitarian or development contexts
  • Mastery of project management cycle, tools and procedures (project scope and objectives, indicators, logframes, workplans, Gantt charts, etc.). Project management certificates an asset
  • Basic knowledge of quantitative and qualitative data collection methods and data analysis
  • Experience in collecting data in the field a plus (surveys, interviews, focus groups etc.)
  • Excellent written and oral communication skills in English and French, other languages an asset
  • Work or volunteer experience in a humanitarian organisation
  • Dominion of informatics tools (MS office, Kobo, Google Suite etc.)

  • Excellent communication skills
  • Demonstrated ability to work collaboratively with staff members in person and remotely
  • Ability to work independently and demonstrate organizational and problem-solving skills;
  • Proven ability to work in a diverse and multi-cultural team environment, with appropriate sensitivity to social and cultural norms
  • Desire and flexibility to travel internationally
  • Strong interest in the use of technologies for humanitarian aid

Conditions

  • Type of contract: Permanent contract (CDI) – 35h/week
  • Monthly salary: 2639,93€ gross monthly + 100% coverage of the mutual health and welfare by the employer + participation personal telephone and internet package up to 28 € / month
  • Start: As soon as possible
  • Location: Pau, France (This is not a remote position).
