POSITION DESCRIPTION:

1. Framework for action:

As one of the few INGOs with an operational presence in Ukraine, we are already responding with initial life-saving activities through a programme to support refugees arriving in Moldova, where our assistance intends to provide comprehensive support for both refugees and host communities.

2. Main function

The Country Humanitarian Programme Manager will be responsible for the overall management of the Humanitarian response in Moldova and will be reporting to the Moldova Country Director, strong technical support from will be also provided by Regional Response Lead and Regional Response Humanitarian Team. This will include program design and implementation (WASH, Health, Protection MHPSS, Cash and Food), proposal preparation (with support from HelpAge Global Team) and project implementation.

3. Responsibilities:

  • Lead the Moldova humanitarian response in line with HelpAge Humanitarian Strategy as well as the smaller projects in the context of humanitarian crisis in Moldova.
  • Ensure quality and timely implementation of response activities in line with HAI organizational policies, best practices, and internal / donor requirements.
  • Support established M&E framework with supporting data collection tools and information systems to promote quality programme implementation and reporting.
  • Support partner organizations in the design, implementation, monitoring, evaluating, and reporting of project activities on the project management cycle
  • Monitor the developments in Moldova and the evolving emergency situation in order to inform project designs and response strategies
  • Coordinate the work of programme team with support services team (logistic, procurement, IT, HR, and Finance).
  • Ensure security of all staff and assets and compliance with external standards and internal requirements
  • Closely interact with Moldova Humanitarian Response Team in Moldova and Poland (security, technical experts, grants, and communication) for technical support.
  • Work closely with partner organisations to ensure high quality coordinated response
  • Ensure the capacity building of internal staff and partner organizations.

4. Supervisor:

HelpAge International Country Director for Moldova, or whoever appointed for the purpose by the appointment of HelpAge International.

5. Professional and personal profile

  • At least 5 year’s professional experience within a humanitarian and/or development organization
  • Proven experience in humanitarian assistance in complex emergencies
  • Strong grasp of all stages of programme cycle management and quality standards in humanitarian programming, including safeguarding and accountability mechanisms
  • Ability to work independently and demonstrate organizational and problem-solving skills
  • Proven ability to work in a diverse and multi-cultural team environment, with appropriate sensitivity to social and cultural norms
  • Experience of working in complex and volatile contexts would be an advantage
  • Fluency in spoken and written English, Romanian, Ukrainian and/or Russian
  • Proven experience in capacity building
  • Ability to work in a fast paced and stressful environment

  • Previous experience of working in Eastern Europe and/or Ukraine
  • Previous experience of working with older people
