The role

We are currently looking for Humanitarian Operations Coordinator, Asia based in Asia.

ROLE PURPOSE:

As a member of the Asia Regional Office Programme Operations team, the Humanitarian Operations Coordinator (HOC) will report to the Humanitarian Operations Assistant Manager, Asia (HOAM) and support the Humanitarian Director, Asia (HD) in managing the regional Humanitarian Preparedness and Response work in Asia, in collaboration with the Regional Director and wider regional team.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREA OF ACCOUNTABILITY

  • Humanitarian Backstopping for Member Offices: The HOC will work alongside the HD to serve as the focal point for all member office humanitarian needs in Asia (Category 3/4 in India, Indonesia, Philippines). The post holder will facilitate regional level SCI processes and mechanisms that support on time, high quality programming according to organisational strategy and in adherence to SCI humanitarian response benchmarks, operations procedures and best practices for member offices. Backstopping support activities entail organsing meetings and calls, recording actions, and following up with key stakeholders on agreements made, processing of categorisation for responses, coordination of humanitarian funding applications and response strategy submissions, and other components of the response deliverables (including Situation Reports via HART) on a needs basis. As a deployable staff, the HOC can be deployed to humanitarian responses where necessary (members and country offices) and when adding value to the team surge capacity.

  • Humanitarian Awards Management for Member Offices:

The HOC will facilitate the awards management of these member responses, including the reporting workflow process, payment claims, reconciliation of pre and post-member transition source of funding and other required reporting.

  • Humanitarian Information Management: The post holder will serve as regional champion for the Humanitarian Analysis and Reporting Tool (HART) platform, working with colleagues backstopping responses to ensure effective reporting and information flows for humanitarian responses in Asia in line with Save the Children global policies and procedures. The HOC will induct new staff on HART processes, as well as liaise with Centre’s HART team to troubleshoot issues and improve the data collection for and use of the Situation Reports and associated dashboards. The HOC will serve as ARO Operations focal point for ProSave (Source to Pay) to process Regional Operations services and good sourcing, particularly related to humanitarian procurement. The post holder will also support the HOAM to ensure that key information management documents relevant to humanitarian responses, such as the PPM PRIME, HART, Operations Management Tools and the OneNet library, are kept up to date.

  • Humanitarian Technical Team (HTT) Deployment Coordination: The HOC will ensure systematic planning and tracking of HTT deployments (individual secondments of Technical Advisors and HTT-led workshops), coordinating directly with requesting country staff and HTT staff members to ensure all required agreements are in place. They will also coordinate the budget monitoring process for Humanitarian Technical Team funding, working with the regional finance team and the HD as accountable budget holder. After the completion of deployments, the HOC will ensure that evaluations are completed by the receiving office supervisor, so as to contribute to learning and development within the HTT’s activities.

  • HTT Projects (Ad-hoc): The HOC will support the HD and HOAM to collaborate between the HTT and Regional Programme Operations, PQEI and other relevant regional functions and departments – awards, finance, supply chain, HR, security – to ascertain operational blockages and solutions. Support HOAM/ HTT with the design and delivery of advisory deployments, operations consultancies, surveys and assessments as needed.

Qualifications

  • Tertiary higher level education

Experience and Skills

Essential

  • Fluent in spoken and written English
  • Familiarity with international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Proven writing and numerical skills and experience in basic financial information systems (e.g. Excel), budget monitoring, editing of proposals and drafting of summary reports and briefing documents.
  • Proven attention for detail and ability to effectively manage a high volume of data and information
  • Excellent interpersonal and verbal / written communication skills in order to deal tactfully and sensitively with a wide range of people in a large organisation, very often at a distance.
  • Good analytical and project management skills related to the development of information products.
  • Excellent time management skills and good communication skills.
  • Computer literate including working knowledge of all standard MS-Office products
  • Proven ability to handle/priorities challenging and multi-tasked workload in complex working environment
  • Willingness to travel to Country Offices for operational and humanitarian support, and capacity building purposes
  • Willingness to travel at short notice and for extended periods of time
  • Ability and willingness to change work practices and hours in the event of major emergencies
  • Commitment to the mission, vision and values of Save the Children.

  • Existing credentials to reside and work in Singapore

Desirable

  • Experience in Humanitarian preparedness and response support and coordination in Asia
  • Knowledge of Humanitarian platform, systems and networks
  • Knowledge of disaster risk reduction frameworks and approaches
  • Language skills in one or more Asian language preferred.
  • Experience working in a Save the Children regional &/or country offices in Asia

Contract length: fixed term
