Role Overview

The purpose of the role is:

  1. To lead the development of an emergency response funding plan in line with emergencies response programme
  2. To work with AA fundraising affiliates and associates to maximise fundraising opportunities from all donors in their markets for the emergency response
  3. To scope, and where possible to realise, the potential for local fundraising within the disaster-affected country
  4. To support the writing of concept notes and funding proposals, ensuring compliance with donor requirements
  5. To set up systems for effectively managing fundraised income (e.g. contract management etc.)

The role reports to the Regional Humanitarian Manager in and is accountable to the Executive Director if ActionAid Spain, and the relevant IHART Global Roving Advisor and Humanitarian Director of AA International.

Main Activities

Emergency Response Funding Plan Development

  • To work with programme and policy emergency response staff to identify programme response areas of work that require funding
  • To ensure that programme activities are clearly budgeted for the purposes of fundraising
  • To work with programme, finance and policy emergency response staff to ensure national resource allocation for the emergency response maximises opportunities for fundraising
  • To ensure that funding plans take national capacity and resources strongly into consideration
  • To maintain the funding plan and keep it dynamic as programme needs change, and funds are raised
  • To advise programme team on fund utilization planning.

To work with AA fundraising affiliates and associates to maximise fundraisingopportunities from all donors in their markets for the emergency response for theUkraine crisis

  • Regularly communicate the updated funding plan to fundraising affiliates/associates and IHART
  • Identify fundraising priorities and communicate these to fundraisers
  • Act as main point of contact for fundraisers, responding to funding enquiries
  • Ensure fundraisers can effectively communicate funding needs to their donor markets

To scope, and where possible to realise, the potential for local fundraising withinthe Ukraine response crisis

  • Maximise existing relationships with fundraising contacts in country and in the wider region to scope potential funding opportunities, and match these with funding plan requirements
  • Build on existing national donor relationships by sharing information on emergency response e.g. through key communications products like case studies etc.
  • Ensure that all funding opportunities for the emergency response are identified and considered in relation to the funding plan

To support the writing of concept notes and funding proposals, ensuringcompliance with donor requirements

  • Develop concept notes based on funding plan and upload these to the Funding
  • In coordination with programme and policy emergency response staff, write funding proposals for specific donors and projects, ensuring compliance with donor requirements
  • Respond to queries from fundraising affiliates/associates as necessary

To set up systems for effectively managing fundraised income (e.g. contractmanagement)

  • Set up and manage a system to log all incoming funds for the emergency response
  • Set up and manage a system for managing reporting requirements to donors
  • Ensure that Alianza has adequate financial systems set up (in collaboration with head of finance and financial manager for the response) to meet financial contractual obligations of donors
  • Monitor compliance to donor requirements in projects, and support compliance with additional systems where necessary (in line with downward accountability work and working closely with impact assessment staff)

Others

  • Implementation of the security protocol under the instructions of the organization.
  • Implementation and respect the internal policies of the organization, with particular importance the SHEA and safeguarding policies.

Location

  • The selected person will perform his/her duties in Lviv,Ukraine.
  • The selected person must make as many temporary transfers and trips as necessary within the response areas for the correct performance of their duties and tasks.

Requirements Essential

  • Bachelor degree and MsC in International development/humanitarian aid.
  • Experience of writing successful funding proposals
  • Knowledge of major institutional donors and requirements, eg. ECHO, DFID/UK Aid, AECID and other humanitarian donors.
  • Demonstrable experience of managing funds
  • Excellent spoken and written English
  • Spanish is an asset
  • Ability to work quickly and under pressure
  • Self-starter, requiring little support to get tasks done
  • Excellent diplomacy, negotiation and people skills
  • A strong commitment to AA’s vision, mission and values, especially the rights based approach and the principles of equal opportunity as outlined in ActionAid’s Code of Conduct.
  • A strong commitment to embedding feminist leadership and ActionAid’s humanitarian signature.
  • A strong commitment to adhering to and promoting ActionAid’s approach to Sexual Harassment, Exploitation, and Abuse and other Safeguarding concerns (including child abuse and abuse of adults at-risk).
  • Consultative and empowering working style and willingness to learn from others
  • Understanding of and commitment to women’s rights and cultural sensitivity.
  • Understanding of and commitment to humanitarian principles and minimum standards for disaster response, the NGO/Red Cross Code of Conduct, the People in Aid Code of Conduct, ActionAid’s human security in emergencies and crises strategy and approach, and security and policy procedures.
  • A commitment to the importance of downward accountability to rights-holders and transparency in humanitarian response
  • Willingness to travel as required

Desirable:

  • Experience of working in an emergency response situation
  • Understanding of humanitarian leadership competency framework/s

Conditions

  • 12 months contract according to the organization salary scale and conditions (48.000 EUR/yearly).
  • Per diems, Accommodation and other benefits will be provided by the organization.
