Introduction to the country office:

NCA’s presence in the South Sudan dates back to 1972. Its country office is in the capital, Juba, with both humanitarian and development interventions in 7 states. For the strategic period 2020-24, NCA South Sudan’s thematic programmes are Water, Sanitation and Hygiene (WASH), Gender-Based Violence (GBV), Peacebuilding and Strengthening Civil Society. NCA South Sudan applies a conflict sensitive approach. It aims to contribute to a positive change in the lives of poor and conflict-affected people regardless of their religion, ethnicity, political opinion, gender or sexual orientation.

Information about the position:

  • Based on the ongoing humanitarian crisis in the South Sudan, NCA aims to strengthen its humanitarian capacity and approach in the country with the country office in Juba as a base. The position reports to the Country Director but will work in close cooperation and coordination with Head of Program to ensure good coordination between emergency and program departments. To support this process, NCA is seeking a Humanitarian Coordinator with broad experience in building and leading humanitarian operations in complex conflict environments.
  • As a successful candidate, you have a solid understanding of various disciplines involved in humanitarian responses e.g., programme, logistics, security, negotiating humanitarian access, and human resource management, as well as the practical application of humanitarian principles and key standards. From previous positions, you have experience with various in-country humanitarian coordination mechanisms.
  • You are able to create and maintain professional networks. You have a broad view on how to design and implement humanitarian programs that lead to sustainable outcomes and have a link to development. You have good understanding of multi-sector and regional approaches. NCA also expects from the candidate to have experience with working in partnerships and with remote management of diverse, multi-disciplinary teams and organizations. You have the skills and ability to develop NCA’s humanitarian response capacity.

Information about the contract:

This is a minimum one-year contract with possibilities for extension depending on results and funding.

Job description

The objective of the position is to strengthen NCA’s humanitarian response capacity in South Sudan in cooperation with NCA Head Office in Norway.

  • Ensure efficient implementation with good quality of NCA’s humanitarian interventions in South Sudan.
  • Expand our humanitarian responses in the country through increasing our humanitarian funding.
  • Directly line manage humanitarian staff and deployed staff in South Sudan.
  • Actively participate in and contribute to relevant in-country humanitarian coordination mechanisms.
  • Contribute to capacity development of partners and staff, and the development of relevant tools, procedures, and guidelines for humanitarian programmes.

Qualifications

  • An academic qualification, at Masters’ level or equivalent in humanitarian or conflict studies, project management or other relevant political or social science subject. Extensive humanitarian experience may compensate for a relevant Master degree.
  • Minimum 5 years’ experience in the humanitarian sector, preferably in a complex conflict environment.
  • Three years or more of management experience, including the management of field offices.
  • Solid knowledge of humanitarian principles, standards and coordination mechanisms.
  • Previous exposure to WASH, SGBV, and protection programming is an advantage.
  • Proven strong communication and coordination skills across organizational functions.
  • Proficiency in written and spoken English.
  • Strong experience in proposals and report writing, as well as preparing budgets.

  • Strong analytical skills and capacity.
  • Able to work under pressure and observe often tight deadlines.
  • Able to work in an unsecure environment.
  • Able to plan, coordinate and lead processes that include multiple stakeholders and interests
  • Cultural sensitivity and adaptability–experience from the Sahel or a similar context is an advantage.
  • Able to mentor, coach and support staff in their professional development.
  • Demonstrated ability to represent NCA at coordination meetings with relevant Clusters, donors, local and centra governments, UN and other INGO’s
  • Experience with emergency proposals and strategy designs. Familiarity with policies, procedures and priorities of relevant donors preferred.
  • Must be loyal to Norwegian Church Aid’s Christian values and accept the ACT Alliance Code of Conduct
