Position Title : Humanitarian Coordinator

Duty Station : Minsk, Belarus

Classification : Professional Staff, Grade UG

Type of Appointment : Special short-term ungraded, six months

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

Under the direct supervision of the Chief of Mission (CoM) and in close coordination with relevant departments in Headquarters (HQ) and the Regional Office (RO) for South-Eastern Europe, Eastern Europe and Central Asia (SEEECA), the Humanitarian Coordinator will be responsible for operational management of the International Organization for Migration (IOM) response including the Camp Coordination and Camp Management (CCCM) and Durable Solutions portfolio of the Country Office (CO) and supervising staff and implementation for projects under the Migrant Crisis Portfolio of the CO’s Humanitarian and Emergency Unit.

Core Functions / Responsibilities:

  1. Supervise and undertake emergency programme/project implementation, ensuring adequate staffing of all components. Lead the CCCM and field operations, including durable solutions

  2. Support and coordinate the Shelter, Health, Protection, Displacement Tracking Matrix (DTM), and other relevant IOM operational activities and the provision of services in the camps.

  3. Exercise quality control over project outputs as well as all ensuring compliance with all procedures and ensure proper follow-up as necessary.

  4. 4.Oversee the work of staff and technical consultants assigned to the humanitarian unit of the CO to facilitate successful implementation and delivery of relevant programmes, support in strategic expansion of the unit.

  5. Exchange information and develop schedules, arrangement and methods required for project formulation, implementation management and thematic training and workshops for government authorities, implementing partners, project staff and donors as required.

  6. Provide advice, analysis and input to the CoM and relevant stakeholders on all issues that may arise on the projects being managed, to maximize the impact of the project and identify further areas of cooperation.

  7. In coordination with the Project Development and Reporting Unit (PDRU) in the International Organization for Migration and team in Belarus, design and develope of concept notes, project proposals, donors’ reports, communication material and documentation related to humanitarian and emergency needs and portfolio

  8. Under the leadership of and in close coordination with the CoM, support donor outreach and engagement, including maintaining awareness of IOM’s sector expertise and maintaining and developing relationships with key partners on upcoming funding opportunities relevant to the thematic area.

  9. Disseminate complete and timely reports to donors and other stakeholders, in coordination with the CoM and as required per donor contracts.

  10. In close collaboration with the Resource Management Unit (RMU), provide budget and other administrative backstopping for emergency projects, including budget tracking, burn-rate monitoring and financial reporting.

  11. Whenever needed, liaise with relevant authorities, United Nations (UN) agencies, Non-Governmental Organization (NGO) and other stakeholders as required.

  12. Undertake duty travel for project implementation purposes.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Law, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in administrative support or similar roles;

• Strong working experience in implementation and management of emergency response in hardship duty stations and emergency settings with complex operating environments;

• Working experience in project management with staff supervisory responsibilities;

• Experience in liaising with governmental and diplomatic authorities as well as with international institutions;

• Strong management capability and experience, especially in the field of humanitarian assistance.

Skills

• Knowledge and experience in developing and drafting project proposals and budgets in line with IOM and donors requirements.

• Knowledge and experience in project coordination, implementation as well as monitoring and evaluation.

• Knowledge of IOM project development procedures (including PRIMA) and processes

preferred.

Languages

IOM’s official languages are English, French and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Fluency in Russian is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
