ActionAid is an international anti-poverty agency working in over 45 countries, taking sides with poor people to end poverty together. ActionAid Myanmar’s approach is building capacity among youth and supporting them to work for the community for short- and long-term development for their own community. One of its main programs is participatory community development (includes livelihood, health, education, women’s rights, DRR etc.); through fellowship for young people to promote development in Myanmar. ActionAid Myanmar has been working in partnership with Government, the local and national NGOs in different states and divisions.

Position Title : Humanitarian Consortium Project Manager

Requirement : 1 post

Location : Magwaywith frequent traveling to field as required

Duration : 12 months

Compensation : Basic pay starting from 1,323 USD per month (Salary will be paid in MMK with monthly bank exchange rate) + other Benefits

Project Description

The is the consortium project led by AAM in partnership with three local frontline responding organizations, and the assistance will cover services under 5 main sectors – Protection, Water, Sanitation and Hygiene (WASH), Food, Health, and Education.

Role Overview

The Consortium Manager will be responsible for coordinating and facilitating the work of the Consortium Project, ensuring an integrated approach in project implementation among consortium partners in the achievement of project objectives.

The role holder will be specifically responsible for facilitating integrated programming in project areas of operation with a focus on cross-learning, downward accountability, integrated monitoring and evaluation and the production of consolidated narrative reports.

Key Accountabilities / Responsibilities

Project Management

  • Provide effective management and coordination of the programme and its partners, including compliance in line with ActionAid’s Human Rights Based Approach and organisational values, with the agreed consortium quality standards and with donor rules and regulations.
  • Ensure that quality programme implementation tools and processes are developed in consultation with the Consortium members (planning, financial reporting, narrative reporting etc).
  • Oversee the programme budget and liaise directly with the relevant staff of Consortium members and AAM staff.
  • Ensure effect collaboration with the Consortium members.
  • Conduct and facilitate Consortium Programme Coordination meetings.
  • Coordinate joint consortium activities (e.g. reviews, evaluations, trainings etc).
  • Ensure the production of communications IEC materials etc. as agreed by the consortium partners.

People Management

  • Build a cohesive, constructive and committed team, through proper motivation, participatory decision making, and effective communication to promote staff productivity, working enthusiasm, and creativity.
  • Plan performance KPIs with direct and indirect project staff, and provides induction, training, coaching, mentoring, and advice to ensure that they understand and can carry out their responsibilities effectively.
  • Conduct performance review and feedback to supervised staff periodically (e.g. six monthly and annually), and work with staff to develop follow up actions if necessary. Submit hard copy of signed performance appraisals to HR.
  • Assist in the recruitment and interview process for any staff that fall under supervision of the Project Coordinator.
  • Identify and facilitate the work of appropriate consultants/volunteers appointed by AAM related to the consortium project.
  • Work with Human Resource department and the Technical Adviser to identify training needs, development opportunities and recommend relevant training for supervised staff.

Grant Management

  • Oversee management of grants and contracts with consortium members and to other front-line collaborating partners, ensuring timely release of grant funds, financial monitoring of partner projects and internal budget monitoring that are in compliance with AAM’s financial systems.
  • Knowledge of the UNOCHA GMS system – handling all reporting and updates in the online GMS system.

Documentation and Reporting

  • Ensure effective documentation of all stages of the project through working closely with consortium partners and AAM’s Project Coordinator.
  • Prepare timely and good quality consolidated donor reports, and effective communication with consortium partners and donor, in consultation and collaboration with the Women’s Rights Adviser and Partnerships and Innovation Unit of AAM.
  • Managing all project related reporting/revisions on UN OCHA GMS system.

Monitoring and Evaluation

  • Working closely with consortium partners and AAM’s M&E personnel, ensure effective project monitoring, in line with the projects detailed implementation plan, baseline and monitoring framework. Track documentation and provide communication regarding project progress and impact.

Representation

  • Establish and maintain effective relationships with key programmatic counterparts, including the northwest sub-national Humanitarian cluster system, the Humanitarian Coordination Team through INGO forum, local NGOs and CSOs, consortium partners, and regional (state officials).
  • Represents the Consortium in external forums, including with donor fund management team, other humanitarian donors and with senior government officials as needed.
  • Ensure high quality, accessible information about the project is available for internal and external audiences.
  • Represent ActionAid Myanmar and the consortium project in all related working groups and coordination platforms.
  • Ensure effective communication with all project / consortium townships and ensure consistency in project implementation.

ActionAid Contract Management System (CMS)

  • Responsible for creating and maintaining relevant pages (grants, projects and deliveries) for the project management.
  • Updates stakeholder (partners and donors) pages.
  • Coordinates with ActionAid Myanmar Super Users and ActionAid affiliates regarding clarifications or questions.
  • Identify team members needed on the system and ensure their participation (training and active use).
  • Nominate one team member to share responsibilities in uploading documents, updating progress and tracking deadlines using the system.

Others

  • Adhere to/ comply with approved organisational policies and procedures.
  • Understand and practice AAM’s mission, vision, beliefs & values and its operating policies and procedures.
  • Any other tasks requested by the Line Manager in accordance with the strategic and operational needs of the project and the consortium organizations**.**

Education & Certifications

  • University Degree in any relevant field, including business, development, social science, medical studies, engineering etc.
  • Certifications on relevant Humanitarian courses.

Essential Experience

  • Can demonstrate a minimum of 5 years of relevant working experience in the humanitarian sector, with sectorial skills in areas such as WASH, shelters and NFI, protection, health in emergencies etc.
  • Can demonstrate experience working collaboratively with local partners of all sizes; from large scale local NGOs to frontline CBOs.
  • Have proven experience of large-scale programme and financial management and coordination of complex multi-partner and multi-annual programmes.
  • Are willing and able to commit to leading this programme and team for a twelve-month project with possible few months extension if needed.
  • Have experience in managing human resources and leading and inspiring a team.
  • Have a well-developed understanding of the humanitarian and conflict context in Myanmar (preferably for Magway Region), as well as good links with local CSO networks and operational environment in Magway.
  • Experience with MHF grant management system and procedures is an asset.
  • Have at least 3 years of working within a Consortia structure would be a significant advantage.
  • Understand civil society dynamics and their role in change process and humanitarian delivery in Magway and/or northwest region of Myanmar.
  • Have excellent interpersonal skills and a strong commitment to working in collaboration and partnership.
  • Have the ability to build constructive relationships and partnerships based on mutual values and respect.
  • Have demonstrated the ability to distance manage a team and share management responsibilities.
  • Have experience of analysing and managing risks in a complex political context and creatively minimising their potential impact.
  • Good understanding and experience of linking programme work to lobby and advocacy, and to media work.

Language Proficiency

  • Have good communication skills and fluent command of English, both in writing and speaking.
  • Able to generate clear and concise briefings and reports for the organisation and donors.
  • Fluent in Burmese both in writing and speaking**.**

Skills and Attributes

  • Excellent people management skills including the capacity to build a team and support them to drive initiatives and learn from mistakes .
  • Proven advanced written and spoken English and Myanmar communication skills suitable for reporting to donors, communicating with International and national/local NGOs and civil society organizations, media, private sector and community.
  • Demonstrated good computer literacy with software programs in particular Microsoft Office applications (both English and Myanmar) as well as capacity to adapt to new online business systems .
  • Proven ability to work to deadlines .
  • Proven financial management skills .
  • Ability to line manage, project manage, manage businesses and matrix management.

Functional Competency Profile

Technical Knowledge: A well-developed understanding of humanitarian sectors and coordination systems (local and international), of sub-national/Region’s humanitarian and political context in Magway, of gender-based violence and human-rights based approach to programming in the Myanmar context. Technical expertise in any humanitarian sector (WASH, shelter and NFI, protection, education in emergencies, food security, nutrition, health in emergency etc.)

Communication: Expresses ideas clearly and concisely; disseminates information about decision and plans proactively.

Leadership: Able to motivate and develop an effective field team with a demonstrated ability to manage a team remotely and share management responsibilities via a matrix structure.

Coordination: Excellent interpersonal skills and a strong commitment to working in collaboration and partnership. Has the ability to build constructive relationships and partnerships based on mutual values and respect and understand civil society dynamics and their role in change process.

Innovation and Taking Initiative: Able to think strategically, innovatively and practically to improve programme quality. Proactively seeks new ideas and experiments with new processes/practices that capitalises on opportunities.
