ABOUT TERRE DES HOMMES

Stichting Terre des Hommes Netherlands aims to prevent child exploitation, to remove children from exploitative situations and to ensure that these children can continue their development in a safe environment. Terre des Hommes focuses on sexual exploitation of children, the worst forms of child labour, child trafficking and migration, sexual and reproductive health and rights and on child protection in humanitarian crises. For each of these forms of child exploitation, Terre des Hommes is developing and implementing projects and programmes through local partners.

As a response to the current escalating conflict in Ukraine and in order to support and protect most affected people, TdH (as part of the SHO campaign GIRO 555) has engaged with different partners to design and implement an intervention to protect refugee and displaced children and their families from exploitation and abuse, and contribute to addressing their most life-saving needs

To support the monitoring evaluation accountability and learning of the humanitarian intervention in Ukraine and in the neighbouring countries, including Poland, Moldova, Romania, Hungary and Slovakia, Terre des Hommes (based in The Hague, Netherlands) is seeking a full time (36 hours) Humanitarian Aid Monitoring Evaluating Accountability and Learning Officer (HA MEAL Officer)

The HA MEAL Officer will be part of the PMEAL team. Under the guidance of the Planning, Monitoring and Evaluation Team Lead and the Humanitarian Team Lead, main duties will include planning and implementing PMEAL policies and procedures, field visits in the implementing countries (Ukraine for the moment excluded due to security reasons), providing PMEAL training to partner organisations in the field, supporting reporting processes, and working on humanitarian strategy implementation.

OBJECTIVE OF FUNCTION

The HA MEAL Officer is responsible for the (joint) setting up of, advising on, and management of the planning, monitoring and evaluation systems for the newly designed projects “Emergency Response to Ukraine Humanitarian Crisis”. The HA MEAL Officer will develop and implement policies and systems to monitor the humanitarian interventions implemented by the different partner organisations in the Ukraine neighbouring countries on accountability, will plan and organise site visits to guarantee the quality of the interventions and will be a resource for project planning, reporting and analysis.

POSITION WITHIN TERRE DES HOMMES

The HA MEAL Officer reports to the PME Team Lead and provides (functional) guidance to finance and program officers in applicable cases.

KEY RESULT AREAS

1. Co-develop quality policy

  • Follow, signal and analyse relevant bottlenecks, trends and developments inside the “Emergency Response to Ukraine Humanitarian Crisis” project;
  • Translate these into consequences, opportunities and improvements to the quality policy for the planning of future humanitarian projects;
  • Design a HA evaluation policy that meets donors´ requirements;
  • Create a collaborative and adaptive partnership capacity assessment and strengthening plan
  • Setup, and monitor planning, monitoring, evaluation, accountability and learning system

  • Contribute to improvements of PM&E system and standards, regulations and instruments for an optimal accountability and learning of humanitarian interventions;

  • Plan and conduct field visits to the implementing partners in Poland, Moldova, Romania, Hungary and Slovakia (and Ukraine if the situation allows this in the future) in order to guarantee the quality and accountability of the project including conducting real time evaluations.

  • Facilitate capacity building and training for implementation partners in Poland, Moldova, Romania, Hungary and Slovakia to enable them to monitor and evaluate their own efforts, gather and analyse relevant data and produce required progress reports;

  • Create a MEAL framework for Ukraine response as well as other HA projects.

  • Advices on tools and methods to include the marginalised and vulnerable groups´ insight into the design of HA MEAL frameworks.

  • Contribute to analyse and interpret MEAL information as an input to regular narrative reports covering progress of the project;

  • Assist partner organisations in the implementing countries to use the collected data and information to monitor strengths, weaknesses and gaps in the implementation of the project and to accordingly adjust it in order to improve its long term impact;

  • Provide technical inputs in the evaluation workflow of the partner organisations implementing the “Emergency Response to Ukraine Humanitarian Crisis” project.

3. Give advice and provide information

  • Contribute in the preparation of information on annual plans, reports and budgets for advice to management;
  • Work with partner organisations in the countries to ensure that project design and plans are logically sound, contextually appropriate, based on learning from the monitoring and evaluation processes implemented.

4. Maintain contacts

  • Maintain internal and external contacts associated with the function;
  • Initiate and develop information and knowledge transfer in the applicable policy area and provide information and advice to internal and external stakeholders.

MAIN TASKS

  • Contribute to the development of MEAL systems for the “Emergency Response to Ukraine Humanitarian Crisis” project at Terre des Hommes;
  • Facilitate training and capacity building of partner organisations staff on monitoring and evaluation tools and methodologies;
  • Conduce regular field visits (50% field work) in the different implementing countries;
  • Participate to monthly meetings for information sharing to understand the progress of the project to inform action and capitalise on lessons learned;
  • Ensure that the PMEAL system of the implemented project is applied correctly and that project is implemented as expected;
  • Ensure the quality of the intervention;
  • Support partner organisations in designing, implementing and reporting intervention evaluations;
  • Collect data for analysis and reporting;
  • Carry our realtime evaluations;
  • Contribute to the preparation of quarterly and annual reports;
  • Represent Terre des Hommes in coordination mechanisms, alliances and partnerships as necessary.

KNOWLEDGE AND SKILLS

Required:

  • Masters degree in development studies, humanitarian action, statistics, social sciences or business administration;
  • At least 5 years relevant experience working with organisations focused on humanitarian actions, with at least 3 years in monitoring and evaluation roles; direct experience in the field is considered as an asset;
  • Experience in working with children in unstable contexts or with children experiencing traumas, psychological distress, separation from family and friends, abuse or trafficking;
  • Required to travel up to 50% of the time
  • Experience at leading and facilitating trainings and capacity building;
  • Good understanding of implementing results based monitoring, evaluation and learning systems, results frameworks and theory of change methodology;
  • Ability to synthesise large amounts of data into different formats clearly and succinctly (e.g. management briefs, reports, presentations);
  • Fluent in english (knowledge of one or more of the local languages or Ukrainian is an asset)
  • Commitment to our vision, mission and values and an understanding of a partnership approach to development.
  • EU citizen.

Desirable:

  • Knowledge of IATI reporting;
  • Previous experience working with local partner organisations.
  • Previous experience working in the region.
