Org. Setting and Reporting

The position is located in the Fund Management Support Unit, Country Based Pooled Funds (CBPF) Section, Pooled Fund Management Branch (PFMB), Humanitarian Financing and Resource Mobilization Division (HFRMD) of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principles humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

This position-specific job-opening is being advertised for the position of Humanitarian Affairs Officer/Pooled Fund Manager in New York, USA. Under the overall supervision of the Senior Humanitarian Affairs Officer/Chief of CBPF Section, the incumbent will report to the Humanitarian Affairs Officer/Head of Unit.

Responsibilities

Within delegated authority, the Humanitarian Affairs Officer/Pooled Fund Manager will be responsible for the following duties:

  1. Monitors, analyzes and reports on humanitarian financing developments, disaster relief/management or emergency situations in assigned country/area.
  2. Prepares or contributes to the preparation of guidelines related to country based pooled funds and drafts various written reports, documents and communications ( e.g. drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence, etc.).
  3. Participates in large, complex projects, to include disaster assessment or other missions; assists in the coordination of international humanitarian/emergency assistance for complex emergency/disaster situations and in ensuring the necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); drafts situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries.
  4. Assists humanitarian community in capacity-building and organizes training in relation to humanitarian financing broadly and country based humanitarian pooled funds in particular.
    5 Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.
  5. Provides support and technical assistance to country based pooled funds teams of assigned countries, e.g. , e.g. prepared for and participates in field trips to undertake in-depth reviews of specific country coordination mechanisms.
  6. Under the guidance of the Head of Unit, serves as the primary focal point on specific topics or policy-related issues within humanitarian financing; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues.
  7. Reviews and provides advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance within humanitarian financing.
  8. Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.
  9. Provides guidance to, and may supervise, new/junior staff.
  10. Performs other duties as required.

Competencies

• Professionalism: Sound knowledge of and exposure to a range of humanitarian assistance, emergency relief and related humanitarian issues; knowledge of institutional mandates, policies and guidelines pertaining to humanitarian assistance; strong analytical capacity, in particular the ability to analyze and articulate the humanitarian and protection dimension of issues which require a coordinated UN response; good knowledge of the UN common system and humanitarian NGOs; ability to identify issues and to use sound judgment in applying technical expertise to resolve a wide range of problems; strong research skills, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian rights and protection situation in assigned country/area; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters and human misery); ability to provide guidance to new/junior staff; excellent drafting skills and strong computer literacy (MS Word and Excel); takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education

Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, project management, budget management, or related area is required.

At least two (2) years of experience in Pooled Finds management (e.g. allocation management, program quality, risk management, monitoring and reporting), is required.

Experience in the provision of global technical support to Pooled Fund management and operations and in the design of related global policies and guidelines (e.g., allocation management, program quality, risk management, monitoring and reporting) is required.

Experience in data management and data analysis is desirable.

Minimum of two (2) years of international field experience in the last five years in aid operations is desirable.

Relevant experience with the UN common system or other comparable international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise, which may be followed by competency-based interview.

Special Notice

The position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and availability of funds.
