Job Title: Humanitarian Adviser – Emergency Directorate (EmD)

Reports to: Head of Emergency Operations

Liaises with: IPD, SAL, Public Affairs, Finance, HR, Corporate Services, IT and country programmes

Job location: This role is Head Office based with some overseas travel to countries that fall under Emergency Directorate’s management. The post holder may also be expected to deploy overseas for a total of up to two months a year, depending on the nature and scale of our responses.

Pay Band: 5 (€49,905 to €58,711)

Job Purpose: To be a focal point within the organisation for the countries for which the Emergency Directorate has responsibility, liaising with all departments and directorates in relation to these.

To be the focal point within the organisation for select humanitarian donor process – e.g. Irish Aid Chronic Humanitarian Stream (CHS) and Irish Aid Acute Humanitarian Stream (AHS) – and with select external representation bodies and groups – e.g. the Dóchas Humanitarian Aid Working Group (HAWG) and the Sphere Network.

To lead on the organisation and review of the Hostile Environment Courses.

To provide continuity, advice and administrative support to Emergency Directorate managed country programmes, and to keep the management briefed on relevant issues and changing circumstances as they arise.

To support the Rapid Deployment Unit (RDU) function, provide updates to the RDU members and ensure that all RDU deployments are reviewed.

Key Responsibilities include:

Note: The responsibilities and duties within this role may be added to, adapted and/or flexed in the future to ensure there is continued capacity to support the growing number of countries under the remit of the Emergency Directorate.

Programme Support

  • Assist and support Emergency Directorate managed countries in the design, planning, implementation, monitoring and evaluation of their responses, applying current good practice, involving other directorates and departments as appropriate.
  • Review and feedback on all project-related documents – i.e. concept notes, proposals and reports, both narrative and financial, assessments, evaluations, reviews, etc. – to ensure that these are all of a high standard and are consistent with organisational and donor requirements.
  • Advise and direct country management in the development of funding strategies for Emergency Directorate countries.
  • Assist and Support the process of sourcing funding for individual project proposals and ensure that Concern maximizes funding opportunities for emergency responses.
  • Represent Concern to funders as required, and deal with their proposal and report related enquiries. Be familiar with and brief colleagues as needed in relation to donor strategy, guidelines, formats and processes.
  • Finalise donor proposals and reports, both financial and narrative, to the highest standards and consistent with donor requirements.
  • Ensure the accuracy of country budgets, budget revisions and reporting packs and ensure they meet the needs, resources, and activities of Emergency Directorate countries.
  • Contribute towards staff training and organisational learning in Emergency Directorate countries through participation at and facilitation of country level workshops, as required.
  • Support and participate in the development and review of Emergency Directorate country-specific Strategic Plans.

Irish Aid Humanitarian Funding

  • Act as organisational focal point on Irish Aid humanitarian funding, in particular CHS and AHS.
  • Liaise with the regional desks and finance to ensure effective grant management of the CHS and AHS grants, and provide quarterly updates to Irish Aid.
  • Attend all relevant meetings with Irish Aid and liaise with other HPP and Dóchas HAWG partners as appropriate.

Hostile Environment Course (HEC)

  • Organise all aspects of the HEC trainings, including liaison with the trainers, mobilisation of the participants and all logistical arrangements.
  • Attend all training courses – including those currently held overseas – to ensure that they run smoothly, to support the trainers and to contribute as needed on issues of Concern security policy and management practice.
  • Lead the review process that follows each course.

HR

  • Assist the HR department in the recruitment, induction and debriefing of personnel for assigned countries.
  • Support aspects of organisational inductions related to the Emergency Directorate.
  • Liaise with the HR Department to ensure good practice in staff health and safety matters.

Emergency Directorate and Organisational

  • Be available to deploy at short notice to support emergency responses.
  • Support the smooth running of the RDU roster and ensure that it is functional and kept up to date.
  • Update and maintain the Emergency Directorate Sharepoint site, ensuring that it is updated on a regular basis.
  • Support routine administrative functions that fall on the Emergency Directorate, including the preparation of regular directorate updates for circulation.
  • Work with other directorates to identify and prepare suitable media briefs related to our emergency work and support related advocacy, communications and development education activities as they arise.
  • Actively participate in working groups that develop policy and promote organisational learning, both internal and external to the organisation, utilizing past experience as appropriate.
  • Advance and pursue any new objectives or responsibilities that may be assigned by the Head of Emergency Operations or the Emergency Director.
  • Ensure that the organisation’s values and policy commitments, including accountability and equality, are reflected in assigned responsibilities and tasks.

Networking, Representation and information sharing

  • Represent Concern on the HAWG and with the Sphere Network
  • Represent the Emergency Directorate to relevant institutes, universities, organisations, and donors in areas related to humanitarian action and emergency response.
  • Establish and maintain links with other organisations, institutions or professional groups in relation to humanitarian action and emergency response as they arise.

Skills and Experience Required:

  • A minimum of three years’ experience in an NGO or similar organisation based in an emergency field.
  • Educated to degree level, ideally in a discipline that is commonly found in an emergency context.
  • Excellent understanding of emergency issues.
  • Excellent interpersonal and organisational skills.
  • Good financial ability and understanding.
  • Experience of working in insecure environments.
  • Willing to travel as required to new and existing fields of operation.
  • Experience in a similar role with a mix of overseas work and head office support.
  • Experience and knowledge of the requirements of donors who fund Concern’s emergency response.
  • Working proficiency in French.
  • Knowledge of good security policy and practice.
