Background and purpose of the consultancy:

The Human Rights Education (HRE) is one of the foundations of Amnesty International’s work. Amnesty’s HRE is based on solid research, strengthens campaigning, and mobilises people locally to take action globally.

At present the Global HRE team is looking to hire a consultant to conduct a situation analysis to better understand the conditions under which human rights education work is being undertaken in hostile environments. We are looking at ways in which we can defend civic space to, in and through HRE, in countries classified by Civicus as closed, repressed, obstructed and narrowed in the Asia Pacific region

The ultimate purpose of the assignment is to improve HRE knowledge about the multiple threats and risks to effectively operate in hostile environments and developing practical methodologies, tactics and techniques to responding to them while delivering human rights education.

Objectives:

The Individual Consultant is expected to:

  1. Conduct desk and practise-oriented secondary research on HRE in hostile environments in the Asia-Pacific region looking at programmatic and operational challenges and good practices.
  2. Conduct key informant interviews with AI HRE staff, other CSOs and partners working on HRE in selected countries to complement the desk research and inform the recommendations.
  3. Map out HRE good practice, strategies, and practical solutions for operating in a hostile environment.
  4. Provide evidence-based recommendations for scaling up HRE in hostile environments

Deliverables:

A concise HRE-focused situation analysis report with a focus on:

  1. Identification of the nature and scope of the programmatic and operational challenges faced by human rights educators in hostile environments and the impact on their daily work
  2. Identification of optimal HRE approaches that can be used as good practice for operating in hostile environments along with initial pathways for further exploration
  3. Evidence-based recommendations for scaling up HRE in hostile environments

Timeline:

This assignment will start as soon as possible upon joint signature on the agreement with an expectation of deliverables completed by the 15th of December 2022. The estimated level of effort is approximately 15-20 days.
