ORGANIZATIONAL OVERVIEW

HealthRight International is a global health organization that expands equitable access to quality health systems for marginalized communities, with particular focus on those affected by HIV, violence, unmet mental health needs, and inadequate reproductive, maternal, newborn, child & adolescent (RMNCAH) health services.

HRC PROJECT OVERVIEW

The Human Rights Clinic (HRC) is a U.S. program of HealthRight International. HealthRight’s Human Rights Clinic recruits, trains, and deploys licensed health care professionals (e.g., physicians, psychologists, clinical social workers) to provide expert forensic evaluations, affidavits, and testimony on behalf of immigrant survivors of torture and other human rights abuses and connects survivors with needed health and social support resources in their communities.

POSITION SUMMARY

The HRC Director position will set the vision for HRC and oversee the planning, implementation, and evaluation of HRC program activities. We are seeking a highly motivated person with expertise in care and support for survivors of torture. This is a supervisory position, with at least one direct report.

MAJOR RESPONSIBILITIES

i. PROGRAM LEADERSHIP

  • Devise and execute strategies to grow the HRC program (e.g., expand geographic capacity, breadth of services, etc.)
  • Initiate partnership relationships with other institutions (e.g. academic institutions, torture treatment programs, legal service organizations, etc.) to identify opportunities for collaboration and advance the HRC’s work; develop agreements and work plans to formalize collaborations.
  • Identify and act on opportunities to improve and expand upon HRC training and support services to volunteer clinicians and other partner/community groups.
  • Stay abreast of relevant issues in refugee and asylum issues, immigration law, forensic evaluation, volunteer management, etc., to ensure best practices.
  • Identify and pursue opportunities for research as appropriate with academic partners, including New York University.

ii. OPERATIONS MANAGEMENT

  • Provide lead technical support to large partner, establishing a new integrated care program in New Jersey, which includes co-design of processes, forms, screening tools, and monitoring and evaluation systems, and training for health facility staff and clinician.
  • Oversee and ensure the effective operation of the HealthRight volunteer network and evaluation, affidavit and testimony coordination processes; plan and implement initiatives to improve operational systems and adapt to evolving regional and national immigration context.
  • Build and maintain strong relationships with HRC volunteers, legal service providers and other partner organizations, in collaboration with other program staff, through regular communication and excellent follow-through.
  • In coordination with program staff and interns, identify training locations based on need, scope, and feasibility of adequate caseload; oversee recruitment and logistics, conduct trainings, and induct trained professionals into the HRC network.
  • Ensure timely and comprehensive reporting to funders and other key stakeholders.
  • Build and enhance monitoring, evaluation, and quality control systems of the HRC’s work, including through the HRC database.

iii. TEAM LEADERSHIP

  • Recruit and manage HRC program staff and interns; manage, mentor, and build a highly motivated and engaged program team.
  • Represent the HRC internally in senior leadership meetings and to the Board of Directors as required;
  • In partnership with organization leadership, draft timely and high-quality funding and grant applications; identify and pursue prospective funders and funding opportunities.
  • In consultation with HealthRight Finance and Administration staff, monitor and report on HRC program budget and HRC’s fee-for-service program (e.g., ensuring timely and accurate invoicing and collection of fees, adjusting fee schedule and communications as needed).

iv. COMMUNICATIONS & ADVOCACY

  • Ensure the HRC’s visibility in internal and external fora in coordination with other HealthRight staff and interns, through developing digital content for campaigns, reports, newsletters, and other relevant communications materials related to the work of the HRC; manage HRC communications and contacts using Raiser’s Edge.
  • Represent the organization at relevant meetings, conferences, and events (e.g., National Consortium of Torture Treatment Programs).

The Director will also perform other tasks as required within the scope of the position.

QUALIFICATIONS

  • Strong commitment to human rights for refugees, asylum seekers, and other immigrants.
  • Deep knowledge of U.S. immigration laws and resources available to asylum seekers.
  • Minimum of a Master’s degree in public health, social work, law, or related field preferred.
  • Specialized training/advisory experience working with survivors of torture, and knowledge of ORR grantee protocol.
  • Seasoned experience in program management and business development., including strategic planning, financial oversight, mentorship, and team building.
  • Strong record of relationship building and working closely with institutional partners.
  • Excellent interpersonal, oral, and written communication skills.
  • Multilingual skills; Spanish proficiency preferred.
  • Available to travel NYC-NJ as needed (required).
