Danish Refugee Council is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance with a rights-based approach to refugees, asylum seekers, internally displaced persons, returnees and migrants. DRC is currently looking for a highly qualified Human Resource Specialist.

Overall purpose of the role: Provide overall advice, coordination, and technical support to the Human Resources team particularly with the processes of Benefits, payroll administration, and Recruitment.

Ensure efficient support to the program in accordance with existing DRC policies and procedures. This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.

Main Responsibilities:

Human Resources Expert and Business Partner

  • Ensure implementation of DRC HR policies and procedures; including frequent training to staff on HR policies. (Payroll, Compensation and benefits and Recruitment).
  • Provide technical support over the HR Processes end to end to the Human Resources team at the Base Offices, procuring the right alignment, comprehension, continuous improvement, and compliance to the overall guidelines.
  • Train and assure the continuous learning and development of the HR Team at the Base Offices on procedures and guidelines over the processes that would manage as Back Office. (Payroll, Compensation & benefits and Recruitment).
  • Lead and coordinate special projects within HR Function to apply his/her expertise and achieve the continuous improvement and efficiency.
  • Participate in other departments special project as a Business Partner and provide technical advice on people and change management.
  • Act as a relations enabler among the teams, providing practices and advise for environmental wellness on in a multicultural and humanitarian organization.

Recruitment

  • Lead all national & Expatriate recruitment process in Colombia ensuring compliance with DRC recruitment procedures.
  • Drive and support recruitment and selection activities ensuring compliance with recruitment process.
  • Monitoring key recruitment metrics to identify and resolve issues affecting recruiting procedures.
  • Partnering very closely with the relevant area or operations leaders to drive recruiting plan.
  • Ensure oversight and consistency in position titles and grades, across all field locations.
  • Build new recruitment strategies to support hiring initiatives with clear and defined goals and outcomes.
  • Project manage and lead internal initiatives from a talent perspective.

Compensations & benefits

  • Work aligned with the HR Manager to define and review salary structure
  • Coordinate annual compensation review process and salary adjustment process.
  • Ensure the implementation and monitoring of compensation and benefits in the ERP (Dynamics)
  • Prepare and submit required reports on a monthly basis for auditing purposes / Finance.
  • Ensure that records of all Human Resources related information is kept and sent on timely basis to relevant parties.

Payroll & Administration

  • Review, audit, reconcile and correct/update payroll prior to transmission to ensure proper pay calculations, tax calculations, and general ledger/treasury processes are performed completely, accurately and in compliance with the organisation policy, state and local regulations
  • Establish and maintain payroll records.
  • Guarantee the quality and accuracy of the information associated with social security.
  • Manage leave and absence plans (sick leave reimbursement).
  • Supervise and provide technical support to the HR team at the Base Offices.
  • Ensures completion and submission of necessary Admin reports in timely manner.
  • Work with finance team to ensure proper taxation & reporting;
  • Manages the inflow of projects for payroll; sets the agenda on strategic priorities and resource allocation.

Human Resources Policies and Support

  • Coordinate and assure that HR Processes are well maintain and aligned with the Operational Handbooks and global strategy.
  • Proactively pursue continuous process improvement in Human Resources related practices to enhance the quality and efficiency of output/deliver.
  • Work closely with HQ to share information and provide support as required

Experience and technical competencies:

  • Minimum 3 years’ working experience in Human Resources leading processes (Staffing, People Planning, Compensation & Benefits, payroll). 2 of these years in a senior Human Resources management role
  • Previous experience within an NGO is desirable.
  • Demonstrated understanding and working knowledge/experience of Human Resources Management principles, concepts & processes
  • Extensive knowledge on local labor law and social security.
  • Experience in developing Human Resources strategies and policies, and driving implementation
  • Experience using an online system for HR, such as ERP, Payroll platforms, people management systems (Dynamics), and complete Office Package (Excel, Word, Power Point)
  • Experience in Dynamics is an advantage.

Education:

Master’s degree in Human Resource Management, Business, or Social Science Degree specializing in Human Resources

Languages:

Full professional proficiency in English

  • Salary: Begin in $5.150.000
