The Human Resources Policy and Legal Officer reports directly to the Senior Legal Officer (Administrative Law).

Responsibilities

Supports Senior Legal Officer (Administrative Law) in managing disciplinary caseload, including separation cases. Reviews investigation reports and drafts recommendations regarding the appropriate disciplinary measure to be imposed. Conducts searches and presents data related to annual disciplinary digest, and statistics on disciplinary trends. Prepares ad hoc reports as requested from stakeholders and Executive Office. Contributes to the Human Resources Department (HRD)’s representation in both internal taskforces (sexual misconduct, violence against children, and neutrality) and inter-agency working groups. Supports in compiling and collecting data for inter-agency work on sexual misconduct. Supports the supervisor on recommendations on responses for Decision Review Request (DRRs), by advising on time limits, evaluating the merits and receivability of the requests. Reviews the merits of appealing UNRWA Dispute Tribunal (DT) judgments to the United Nations Appeals Tribunal (UNAT) and provides HRD views accordingly. Drafts memoranda implementing relevant UNRWA DT/UNAT judgments. Provides ongoing legal and operational support/advice to Office of DHR, Executive Office, and Field Offices on queries regarding administrative law matters requiring time-sensitive attention.

Advanced university degree (master’s or equivalent) from an accredited educational institution in law (JD, LLM or equivalent).

Work Experience

At least five years of progressively responsible and relevant work experience in legal matters, preferably on matters related to staff entitlements, appeals, grievances and discipline. Experience in drafting legal texts is required. Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required. Advanced university degree (master’s or equivalent) from an accredited educational institution in in law (JD, LLM or equivalent) is required. Previous experience in the UN Common system is desirable.

Languages

Excellent command of written and spoken English.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
